Purpose:
Purpose of report: City of York LA has agreed to work in a sub regional cluster with North Yorkshire, East Riding and Hull to commission post 16 education from April 2010 in line with the Machinery of Government changes first announced in July 2007.
By the end of February 2009 the four local authorities must make a Stage 2 Submission to DCSF so that the department can assess the readiness of the cluster to take forward the commissioning role and allow funding for post 16 education funding to be channelled through them.
The paper will explain
the stage 2 submission and cluster arrangements, which will include
an annual calendar of cluster based activity and information on key
decision points. It will also update members on progress through
the current “tracking year” of the transition from LSC
to LA commissioning and towards the development of expanded 14-19
structures within LCCS.A pattern of regular reports on the progress
of the linked 14-19 Curriculum Reforms has been established and the
report will cover relevant developments since October 2008.
Members are asked to: Endorse the Stage 2 MOG submission and
arrangements for sub regional working, and note the progress on
this agenda and the linked 14-19 Curriculum reforms

Advice of the Advisory Panel
That the Executive Member be advised:
(i) That the Stage 2 Submission from the North and East Yorkshire Sub Regional Grouping and the associated arrangements for sub regional working be endorsed.
(ii) That the opportunities and challenges presented by the Machinery of Government changes, the sound initial position of the Local Authority, LSC and sub regional partners and the progress already made be noted.
(iii) That the continuing good progress on developments linked to the 14-19 curriculum reforms, including successful completion of activities signposted in the report of 6 November 2008 be noted.

RESOLVED:That the advice of the Advisory Panel be accepted and endorsed.
REASON: To ensure that the Local Authority is in position to assume new statutory responsibilities associated with the post 16 funding transfer, that it can continue to make progress to this end through the tracking and transition years and that progress towards the 2013 learner entitlement in the city can be maintained.
