Purpose:

Purpose of Report: To consider the risks and impacts of sky lanterns on the environment and outlines an approach which would restrict their use upon council owned or managed land.

The Executive Member will be asked to consider the adoption of a charter which will restrict the use of sky lanterns for all new tenancy and lease agreements, and in relation to events held on council land.

This item is being put on the forward plan less than 28 days before publication as the proposed policy has just been developed, following discussion with stakeholders. It is important that it is discussed at the 7 July meeting to allow the policy, if approved, to be enacted during the summer, when use of Sky Lanterns is more prevalent.

Decision:

Resolved: That approval be given to the policy statement included in paragraph 17 of the report and that officers be requested take forward the necessary actions to implement it.

 

Reason:     To reduce the environmental risks of sky lanterns within York and its surrounding area.
