Purpose:

Purpose of Report: To propose the service of an article 4(1) direction in the Heslington conservation area in response to local requests and produce a strategy for implementing article 4 directions in the city’s conservation areas.

The Executive will be asked to consider and authorise the service of an article 4(1) direction in the Heslington conservation area and production of a strategy got implementing article 4 directions in the city’s conservation areas.

This item has been deferred from the 23 July 2020 Executive meeting to allow consideration by the LPWG and recommendations to be included in the final reports.

Decision:

Resolved:  That officers be authorised to prepare and serve a non-immediate Article 4 Direction covering parts of the Heslington Conservation area, and to finalise the boundary of the area to be covered by the Direction in consultation with parish council representatives.

 

Reason:     It is considered expedient to proceed with this project due to the convincing justification for strengthening planning control in the area, local pressure to do so, and the availability of external funding and adequate resources.
