Purpose of Report: The report sets out a proposal by which the
council would lease in a commercial property known as Winterscale House from a private landlord. The
accommodation will be utilised to provide space for York Learning
who currently occupy Rougier House,
Rougier Street, York, which is also
currently rented from a private commercial landlord. Under the
proposal York Learning will be de-canting from Rougier House and the council surrendering its
lease it has on that property. The report sets out the revenue
savings associated with the proposed relocation.
The Executive member will be asked to approve the principle of the council taking a lease of Winterscale House for a term of 10 years and surrendering the lease it has in place at Rougier House.
The Council aims to give the same 28 days notice of non-key decisions, as it does for key decisions, but in exceptional circumstances this may not be possible. In this case, it has not been possible as the commercial lease offer is time critical and needs to be secured.
Resolved: That agreement be given to:
i. Take a lease of Winterscale House on the terms and conditions as set out within option 2 of the report.
ii. Surrender the council’s current lease of part of Rougier House.
iii. Accept a developer contribution of £50,000 to reflect the value of the remaining portion of the lease on Rougier House.
iv. A compensation of £5,800 to YBPSS to fund the first two months of their occupation in their new premises to be funded from the above developer contribution.
Reason: To provide more cost effective premises for York Learning Service, within the city.
