Purpose:

Earlier in the year, CYC along with other Leeds City Region authorities expressed interest in setting up a pool from 2013-14 under the new localisation of Business Rates. This report seeks Cabinet approval for the Chief Executive and s151 Officer (Director of Customer and Business Support) to sign up to the submission of the final proposals and governance arrangements to DCLG by 9th November. Note – this will not constitute participation in the pool, the option for which will be made after the Local Government finance settlement announcement in December 2012.
Members are asked to approve that the Chief Executive and Director of Customer and Business Support can sign the Leeds City Region pooling proposal.

Decision:

RESOLVED:       That Cabinet agree to the Chief Executive and Director of Customer & Business Support Services (as S151 Officer) signing the final pool proposal for the Leeds City Region Pool, subject to subsequent assessment once the implications of the 2013/14 Local Government Finance Settlement are known.

 

REASON:            To ensure that York’s options are kept open with how best to benefit from the localisation of business rates.
