Purpose:

Purpose of the report: On 21st March 2011,the Government announced its policy to reform the health and safety system in Britain in the Department for Work and Pensions statement "Good Health and Safety, Good for Everyone". The reform includes a proposal to allow HSE and local authorities to recover the costs of their regulatory work. The HSE has launched a consultation on the proposals. This report covers the scope of the proposals and includes a draft response from City of York Council.

Decision:

RESOLVED:                That the Cabinet Member approved option 21a to respond to the Health and Safety Executive’s consultation and not support the proposal to make cost recovery for Local Authorities mandatory.

 

REASON:                     To allow the Council’s Health and Safety team to continue to provide free support to help local businesses meet health and safety requirements.
