Purpose:

Purpose of report: Five petitions have been received requesting 20mph speed limits. The petitions relate to Newlands Drive, Nunmill Street, Scarcroft Hill, Lidgett Grove and city wide for all residential areas. The report will refer to the results of the Portsmouth citywide scheme and previous reports brought to Members consider the options and implications for implementing 20mph citywide speed limits. The report will inform Members of the criteria that have been developed to assist in identifying and prioritising areas within the city where it may be appropriate to implement 20mph speed limits and proposals for trial sites.

Members are asked to: Approve the recommendations in relation to the petition request and trial areas.

Decision:

RESOLVED:          That the Executive Member for City Strategy agrees to:

a)     Adopt the criteria and process for responding to petitions and

b)     Request that officers prioritise the list of streets arising from petitions and report it through the Officer In Consultation process to progress any further schemes.

c)     Implement the 20mph speed limit in the South Bank area subject to speed data complying with the DfT guidance.

REASON:                  To enable a consistent response to petitions to be progressed.
