Early Years and Childcare Reforms

Purpose of the Report: To inform the Executive Member about the proposed national Early Years and Childcare Reforms to be introduced from Autumn 2023 to September 2026. The Executive Member will be asked to note the content of the report and receive further regular updates about progress on local implementation.

Consultation process

The government are seeking views on a proposed approach to funding for 2 year olds and under from 2024-25. It also includes proposals on how local authorities distribute this funding to their providers. Once the proposals are agreed and if the Local Authority plans to make any changes to the local funding formula it will be required to consult with School Forums, maintained schools and early years providers.
