Introductions and apologises

Minutes from previous meeting.

 

2.1

ADA raised issues with dates on BSIP dashboard, TH and JM to look into this and recirculate.

 

2.2

DM has asked if the reprofiling of the BSIP funds to station Gateway has been approved. TH has confirmed conversations have been held with DFT just have to submit one more form and will confirm with group once done.

 

3.0

BSIP Project Update.

 

3.1

JM has provided verbal update on BSIP Dashboard (DH to circulate with minutes)

ADA would like to know when consultation will take place for P&R hubs. TH explained consultation will take place potentially next week, there will be online consultation and planned in person events. TH to send round PowerPoint we have for P&R hubs. Full 5 week consultation will take place.

CYC would like to propose phased interventions for the P&R hubs, looking at getting defibrillators and Security upgrades installed ASAP.

 

3.4

RH has confirmed there is currently no power connected for the railways station stops. This is due to be connected Early May an once power is installed Real-time screens will be installed ASAP.

 

3.5

BSIP1 revenue spend is now being closed.

BSIP3 improvements will be circulated within the group in future combined authority bus grant will be used.

 

4.0

City Centre Corridor Update.

 

4.1

TH updated group that Cllr Kate Ravilious is in process of signing this off to go to public consultation. CYC commit to bring this to EP forum prior to going public. CYC will be happy to come to groups and provide information on this.

 

4.2

TH explained that maintenance is due to place on Lendal bridge so would hold off implementing the city centre corridors until repairs have been carried out. Work is due to take place in Early Spring 2026.

 

5.0

Accessibility.

 

5.1

Task and Finish group update.

 

5.1.1

FW would like to expressed frustration and disappointment that group has not reconvened.  AMG appreciated the feedback on the group and would like CYC to get the next meeting arranged. TH has confirmed new dates for the next meeting will go out this week and has apologised for the delay in getting this arranged.

 

5.2

Access Refusals.

 

5.2.1

Access refusals were presented to the group as previously circulated.

 

5.2.2

Cllr R M has asked if all bus companies are reporting all access refusals and not just wheelchair passengers. DH to speak with operators to see what is being reported.

 

5.2.3

MM has explained regarding first figures there is no set route this Is on this is sporadic.

 

5.2.4

SF has explained that incidents of Access refusals can sometimes lead to physical and verbal violence against drivers.

 

5.2.5

FW queried the data from operators as FW has seen a variety of people being refused access, but these have not been reported in data.

 

5.2.6

LT has explained CYC are looking to create a marketing campaign aimed at passenger behaviour and encouraging passengers to behave appropriately.

 

5.2.7

The point on access refusals can be discussed further in the T&F group.

 

6.0

Service update.

 

6.1

SFr provided update on 16 service that has been retendered to York Pullman, no complaints have been made on punctuality.

 

6.2

PT explained Arriva are looking good with punctuality and reliability, looking to enhance services in York.

 

6.3

MM explained uplift were made for easter and great number on P&R, university services will be reduced from 9th June – September. Summer enhancements will be made to other services.

 

6.4

SF provided update on X45 very good patronage. 4 new vehicles are being provided for this route. Enhancements are to be made to services service york by end of this year.

 

7.0

ODG agenda.

 

7.1

ADA has asked why there is no budget decision on this ODG agenda. TH has explained funding decisions are now with the combined authority as no BSIP1 funding is left. ODG will be more of a program update group now.

 

8.0

EP forum Chair and Meetings.

 

8.1

AMG suggested the need to review how the EP forum functions as the group has significant input and discussion but can tend to stray away from the strategic purpose of the meeting and can also be duplication with the York Bus Forum for officers who are committing time to providing attendance and updates.

 

One suggestion based on practise elsewhere could be to have two longer, more strategic set piece events each year which can improve the quality of engagement.  For meetings in between the existing format of the York Bus Forum may offer a regular liaison opportunity to fill the space in between but will need to be discussed with the forum in more detail as raised for the first time in the meeting.  FW wanted to make sure York Disability representative would still be included.

 

8.2

DM to take this away and drop TH a line when considered options.

 

8.3

CYC urge any feedback on this to be fed into AMG or TH.

9.0

Questions for bus operators.

 

9.1

FW make MM aware that audio announcements are currently not working on number 3 route. MM will investigate this known issue. FW explained importance of these for visually impaired people, MM has explained that extra support will always be given if needed by drivers.

 

9.2

DM would like to Thank First and East Yorkshire for Diversion posters on routes when there has been road works.
