Introductions and Apologises

Minutes from previous meeting.

 

2.1

DH reviewed last month’s EP forum minutes and actions and confirmed there is still some actions outstanding but in progress of being completed.

 

2.2

AMG recapped with group on Car parking charges. Cllr KR has confirmed exec meeting has been held to sign off car parking charges increasing. Meaning the first two hours of parking will be comparable to bus tickets therefore will encourage bus usage. Also Friday, Saturdays and Christmas markets will mean increase in fares by 10%.

Points below raised on this point:

·        FW raised there may be an issue with Capacity on P&R’s.

·        AM asked if revenue from increase will be used on improving bus services in York. Cllr KR confirmed revenue will go back into highways and Transport at CYC.

·        JI expressed that capacity and unreliability may be an issue.

·        MM explained that during the Christmas period first increased level of capacity on the routes.

 

3.0

BSIP Project update

 

3.1

JM provided verbal update on BSIP Dashboard to be attached with minutes.

TH explained that work will commence for the city centre approaches in early 2026, proposal is being put forward with DFT to extend spending deadline.

 

3.3

RH has confirmed two new summary screens will be installed in the portico at the railway station once completed.

 

3.4

DS has asked if there were any update on Changing places being installed and JM has confirmed this is being looked into at Grimston Bar and Rawcliffe bar P&R site. DS also raised LCD screens can be difficult to read for visually impaired passengers.

General Marketing update

 

4.1

LT has provided general marketing group update with group, PP will be shared with minutes.

DM asked if Recruitment campaign will look at apprenticeship options too. LT has confirmed CYC are in discussions with York college so will look at all options.

 

5.0

Key Figures relating to bus stop repairs from 2024

 

5.1

DH provided some key figures from 2024 see below:

·        162 incidents of bus stop repairs reported including JCDecaux shelters.

·        133 have been completed/repaired.

·        118 of the incidents have been due to bus stop damage/vandalism.

·        Cost for repairs have come to over £22,500

·        The wards with the highest number of bus stop damage/vandalism is Westfield and Guildhall.

FW suggested more work with Neighbourhood policing teams. DH to look at this.

DS has also asked if bus stops could include a QR code with a link to report bus stop damage. This will be more helpful for visually impaired users.

 

6.0

Bus shelter improvement works

 

6.1

RH provided verbal update on bus stop improvement power points including, strensall bus terminus, general upgrades and Pool bridge farm. PP will be included with minutes

DS has said the strensall improvements will be good as then the bus will no longer need to swing on pavement.

 

6.3

Cllr KR has asked if CYC have spoken with pool bridge farm regarding bus stops, RH has said CYC will be engaging with them.

RH has explained for Pool bridge farm full safety audit with take place to find best option for people having to cross the road.

Review ODG Agenda for January

 

7.1

AMG has provided verbal update of ODG agenda.

DM asked if EP review can be an agenda item at the next EP forum meeting.

Accessibility

Task and Finish group update

Duncan has now arranged the full spreadsheet and is in progress of discussing each point with operators. Next meeting for T&F group will be held on 13th February.

DMC has had meetings with operators to discuss the list so far, more comprehensive agenda item will be held on this at next Forum meeting.

Access refusals

DH has explained that CYC will be creating a spreadsheet logging all Access refusals.

FW expressed how the process for logging access refusals need to be tighter and explanations are needed for refusal reasons.

MM explained Joel from first will be attending T&F group to discuss this further. Figures will be sent next week when colleague back from annual leave.

SF East Yorkshire buses reported to 2 access refusals for the month of December. 1 is due to bus full and 1 due to customers refusing to move.

CF confirmed none for reliance buses.

SF to have a discussion with Brighton Access officer and invite to York EP bus forum meeting.

Service updates

 

9.1

SF East Yorkshire are currently planning for April 2025 change dates, plans are to improve reliability and punctuality as much as can with future road works. East Yorkshire have kept the £2 fare cap and have increase milage in York by 160% in the last 5 years.

 

9.2

MM explained punctuality was difficult on the run up to Christmas, meeting next week to review this. Punctuality has been better for the first two weeks in January.

 

9.3

SFr some services are currently out to tender, there will also be a closer of Leeman road on every weekend and evening until 2/3 February. The 20th February is when Leeman road will be closed permanently between the two National railway museum buildings, with all buses and general traffic using the new spine road.

 

9.4

MM explained to group there was some degree of frustration in performance group regarding the late notice lane closure on queen street.

Combined authority update

 

11.1

TH explained Mike Scott has been assisting the combined authority with the transition period. Still not finalised finer details on this.

 

11.2

DM suggested to meet someone from the combined authority in the next forum meeting.

Any other business

 

12.1

FW asked what was going to happen with the bus stops at Sainsburys Foss bank due to coaches and tour buses parking in the spaces therefore passengers are having to disembark on the main road. CYC to look into this.
