23.08.01        Notices of the meeting, receipt of apologies and approving
                      reasons for absence

The notices of the meeting had been posted on the Parish notice board, web site and COYC web site.  There were no apologies.

23.08.02        To receive declarations of interest on any items on the Agenda

None.

23.08.03      To receive reports on Police matters

A  Monthly report for July 2023 – The report had been circulated to all Members.

B  Drop In session 8 August, 2023 – No members of the public had attended.  The next date had been set for 11.00 a.m. on 28.9.23.

C  Crime Commissioner – Updates had been circulated.

23.08.04       Co-option to two Ordinary Vacancies

Two vacancies remained.  These had been advertised in various locations.

23.08.05       To approve the minutes of the meeting held on 17 July, 2023

The minutes of the previous meeting were approved as a correct record and signed by the Chair.

23.08.06       To consider any matters arising from the minutes of the previous     
                     meeting

A  Request from tenant for improvements to the frontage of the shops.  JRHT had responded to this query and SG was to visit the tenant.                     

B  Parking on the grassed areas at Willow Bank – Any problems to be notified to JRHT.

23.08.07      To receive correspondence since the previous meeting other than
                     that circulated for information

A  - Resident - Request for repairs relating to pathway Park Lodge area.  SB had checked  the ownership of the land.   RL to contact the resident.

B  - COYC - Update relating to repairs to path adjacent to the River Foss - Link Road area.  COYC still awaiting proposals from the consultants.

C - COYC - Consultation on restoring Blue Badge access to York City Centre.  Considered that responses may be views of individual Members.   Closing date for responses 18.9.23.

23.08.08      Attendance at Meetings

A  JRHT - Residents Meeting - 19 July, 2023 – Several Members had attended.  Many of the issues raised were in connection with personal circumstances.

B  YLCA - Joint Annual Meeting - 22 July, 2023 – SG had attended on behalf of the Parish Council.

C  JRHT - Meeting with Director - 1 August, 2023 – This meeting had been cancelled.  In view of this SG had sent a written list of items and responses were discussed at the meeting.  The Director had been invited to a future meeting and it was hoped that they would be able to attend the October meeting.

23.08.09      JRHT - Policy on alcohol sales

JRHT had confirmed that they were not consulted on individual applications.

23.08.10     Planning Consultations

Replacement of all pitched roof coverings for 14, 15, 16, 17 and 18 Sycamore Place.

The following six applications all relate to external alterations and replacement roof    
coverings in the different locations.

B  23/01198/LBC - 65 Chestnut Grove, New Earswick YO32 4BX (26 properties)

C  23/01199/LBC - 30 Chestnut Grove, New Earswick YO32 4BU (16 properties)

D  23/01200/LBC - 29 Chestnut Grove, New Earswick YO32 4BU (18 properties)

E  23/01208/LBC - 1 Chestnut Grove, New Earswick YO32 4BT (7 properties)

F   23/01209/LBC - 1 Hawthorn Terrace, New Earswick YO32 4BL (8 properties)

G  23/01210/LBC - 1 Ivy Place, New Earswick YO32 4BS (20 properties)

H   23/01370/TCA - 1 Western Terrace, Station Avenue, New Earswick
Fell 1 no. sycamore and 1 no. cherry tree implicated in subsidence damage -         trees in Conservation Area.

I   23/01404/FUL - 87 Alder Way, New Earswick YO32 4TH
3 no. roof lights to rear and 1 no. roof light to front door, replaced with window,with window to side.

23/01474/TCMAS - Telecommunications equipment in lay-by west of pumping station road A1237 from Haxby Road roundabout up to and including Strensall Road roundabout, New Earswick.
Installation of 20m high phase 5 street pole with ground level equipment cabinet.

Members had no objections to these applications.  Response B.

23.08.11     Membership renewal - Open Spaces Society  

RESOLVED:  That the membership be renewed for the next financial year.

23.08.12    To approve the payments listed below

C  JRHT - Room hire                                                              10.00
D  Salary (August)                                                                864.75

 RESOLVED That the above payments be accepted.

The quarterly financial statements had been circulated for the period to 30 June, 2023.

23.08.13     Items for the next meeting

External audit report.  The Internal Audit report had been forwarded on 23.6.23 and acknowledged on 15.8.23.

Query JRHT as to numbers currently on housing waiting list for New Earswick.

Removal of waste bin left by contractors near to the Folk Hall.

SG gave her apologies for the next meeting which would be chaired by RL.

There being no further business, the meeting closed at 19.40 hours.
