Minutes of the Clifton (Without) Parish Council Meeting held on held on Tuesday 11th April 2023 at 7.15pm at The Vale of York Academy, Rawcliffe Drive, York.

The minutes of the Parish Council meeting held on Tuesday 14th March 2023, were considered and confirmed by the Chairman as a correct record.
Ward Councillor Darryl Smalley provided an update, which spoke of the following:-
· CYC is busy with the election process.
· Water Lane and Clifton Moorgate are in the Highways programme for re-surfacing.
Ward Councillor Derek Wann provided an update, which spoke of the following:-
· Busy with the reporting of potholes.
· Talking to Clifton Moor residents about the issues of noise from Tower Court.
One member of the public was present at the meeting and spoke of an email she has sent to CYC to try and highlight the continuing safety problems along Rawcliffe Lane, particularly from the traffic light junction/Shipton Road, along to the junction with Rawcliffe Drive. The resident advised that there are a number of obstacles on the road including cars, vans and skips which have increased in number over the past year and created many dangerous situations. Cllr Smalley advised that the area is in the 2023 Highways review for possible double yellow lines and due to be looked at in October 2023. Cllr Rawlings advised that a licence has been granted for the skip and it is being actively used and emptied. Cllr Wann advised that hedges need to be reported to CYC on a case-by-case basis.

(a) To receive and discuss any update on the former Clifton hospital site land - Cllr Dearden advised that he is currently obtaining quotes for the gates.
(b) To receive an update on the new library development project – The update provided by Mark Wilson @ CYC was noted. Cllr Smalley advised that the Fairway access to the school has been delayed due to an issue with parking conditions. Immediate residents are to be given contact details for the construction company once work commences.

The accounts listed for payment were accepted. Clerk to make the payments via BACS using the dual authorisation process.
Cllr Wann advised that a meeting of the Backies Management Group took place 2 weeks ago. It was requested to spend some of the money sorting out the path from Lilbourne Drive to the start of the Backies. They are also trying to organise some activities on the Backies.
The play park inspections received were noted.
A complaint has been raised by a resident on Bryon Drive that children are accessing her garden from a hole in the mess fencing in the play area. Clerk to obtain quotes for the fixing of the fence.
It was also noted to look into the possibility of raising the north side of the fence of the MUGA to avoid balls going over.

The date of the next meeting was fixed as Tuesday 9th May 2023, to be held in the library of Vale of York Academy, Rawcliffe Drive, York. This will begin at 7.00pm with the Annual Parish Meeting and followed by the Annual Meeting of the Council and the ordinary parish council meeting.

· Cllr Dearden to obtain quotes for the gates on the former Clifton Hospital site land.
· Clerk to investigate obtaining quotes for the repairs to the play area fence.
