CLIFTON (WITHOUT) PARISH COUNCIL

 

Minutes of the Clifton (Without) Parish Council Meeting held on Tuesday 14th March 2023 at 7.15pm at The Vale of York Academy, Rawcliffe Drive, York.

 

PRESENT                 Councillors: J Hindle (Chairman), A Dearden, D Wann, J Ellis, D Smalley & P Murray.

 

IN ATTENDANCE  Clerk – Louise Pink. Rob Orr, Vale of York Academy. 1 member of the public.

 

 

1. APOLOGIES

2. DECLARATION OF INTEREST

None declared.

 

3. MINUTES

 

The minutes of the Parish Council meeting held on Tuesday 7th February 2023, were considered and confirmed by the Chairman as a correct record.

 

4. RECEIVE REPORT FROM WARD COUNCILLORS

 

Ward Councillor Darryl Smalley provided an update, which spoke of the following:-

·         Eastholme Drive roundabout re surfaced.

·         Later this week a contractor will be appointed for the new library project with work due to start in April.

·         Withdrawal of hospital bus service.

·         A new manager has been appointed at the library.

Ward Councillor Derek Wann provided an update, which spoke of the following:-

·         Busy with reporting of potholes, blocked drains, broken streetlights and graffiti.

·         Reporting of problem trees.

5. PUBLIC PARTICIPATION

 

Rob Orr from Vale of York Academy spoke of the following:-

·         The school have reached maximum figures for the September 2023 intake with 70% of children from the catchment area.

·         Recent school performance of Matilda.

·         Various trips planned.

·         The Christmas 2022 fayre was a great success.

·         Primary school talent competition.

·         Run own foodbank for the families of children at the school.

·         Free breakfast scheme for all.

·         The school enjoyed being part of the tree planting afternoon.

·         Current challenge is with those children where English is an additional language.

The Chairman asked a question as to whether the school will ever increase its numbers back up in the future. Rob Orr advised that no, the school has no expansion plans.

 

One member of the public was present at the meeting and came to listen to the update on the Former Clifton hospital site land – See Item 7 (b).

 

6. PLANS

 

6.1 New applications received this month:-

Replacement of side frames and roof to existing conservatory.

Decision – No Objection.

 

23/00331/ADV           Harveys, 2 Stirling Road, York

Display of 1no. LED video display screen, reskin existing internally illuminated sign to front elevation and replace all other non-illuminated signs to rear.

Decision – No Objection.

 

23/00231/FUL            33 Reighton Avenue, York 

Single storey rear extension and replacement roofs to existing side and rear projections.

Decision – No Objection.

 

23/00481/FUL            7 Barley Way, York

Single storey side and rear extensions.

Decision – No Objection.

7. MATTERS ARISING

 

(a)   To receive and discuss any update on the A19 cycle scheme – Cllr Smalley advised that a report is to be published soon by CYC for the scope of phase 1.

 

(b)   To receive and discuss any update on the former Clifton hospital site land - Cllr Dearden provided a written report which spoke of the following:-

·         Attendance at the recent tree planting event.

·         Hopes for the future.

·         Review of past proposals.

·         Ideas and priorities.

·         Names – Rob Orr provided a possible name suggestion from a student of ‘Without Wood’. It was agreed that this was an excellent suggestion.

 

The following actions were agreed for this year:-

·         Obtain quotes for suitable gates.

·         Obtain quotes for building a fence.

·         Evidence gathering for applying to claim the public right of way.

·         Possible event during insect week.

·         Possible balsam bashing event.

·         The erection of the horse scratching posts.

 

(c)   To agree the newsletter – After discussion, other than a few typing errors and a possible change of photograph, the newsletter was agreed.

 

8. COMMUNITY SAFETY ISSUES
