Minutes of the Clifton (Without) Parish Council Meeting held on Tuesday 7th February 2023 at 7.15pm at The Vale of York Academy, Rawcliffe Drive, York.

3           MINUTES

The minutes of the Parish Council meeting held on Tuesday 10th January 2023, were considered and confirmed by the Chairman as a correct record.

4           RECEIVE REPORT FROM WARD COUNCILLORS

Ward Councillor Darryl Smalley provided an update, which spoke of the following:-

·         1st phase of the library construction – basic groundworks have been done. 5 tenders have been returned.

·         Concerns from residents about foxes in the area.

·         Has secured a stock of bins and lids.

·         A19 crossing on Fylingdales and Manor Lane/Shipton Road junction are both out for consultation.

6.5         Other Planning Matters

Clerk to raise with planning that planning notices are not always being displayed in clear view or secured properly.

7           MATTERS ARISING

(a)   To receive and discuss any update on the A19 cycle scheme – Discussed under Item 4 – Report from Ward Councillors. Work has begun on phase 1 but nothing yet on phase 2. Cllr Smalley advised that North Yorkshire Police did not respond to the consultation to lower the speed limit and submitted various late queries.

 

(b)   To receive and discuss any update on the crossing on Water Lane – No update available. Clerk to chase Andy Vose @ CYC to establish whether CYC are looking to take this issue forward.

 

(c)   To receive and discuss any update on the former Clifton hospital site land – It was noted that the meeting in the library for interested volunteers is being held on the 9th February.

 

(d)   To discuss the content for the future newsletter – The following was agreed:-

Newsletter to contain 6 articles,

·        Precept increase – Cllr Rawlings.

·        Former Clifton Hospital site land update – Cllr Dearden.

·        Play area – Cllr Smalley.

·        Extra projects – Cllr Franklin.

·        General (where and when we meet, new members, etc) – Clerk.

·        History of the Council – Cllrs Ellis & Murray.

·        Edit & layout – Chairman/Cllr Dearden.

Articles to be issued to the Chairman by the end of February with a view to getting a draft newsletter to the next meeting to approve.

The accounts listed for payment were accepted. Clerk to make the payments via BACS using the dual authorisation process.

 

10.2     No accounts were submitted for payment by cheque.

 

10.3     The following invoice was received after the production of the agenda and after discussion was agreed for payment:-

10.4     No income was received.

 

10.5     Any other urgent request submitted to the meeting:

(a)   To discuss the funding request received from 1st Clifton Sea Scouts – After discussion and a vote - 3 in favour, 1 against and 2 abstain, the requested donation of £500.00 was approved.

 

(b)   It was noted that Cllr Dearden has now been added onto the banking mandate and now has access to online banking. Chairman to continue to approve the monthly payments until the end of the term of office.
