Minutes of the meeting of Murton Parish Council held on Wednesday, 9 February 2022 at St James’s Church, Murton. Present: Cllrs I Waddington (Chair), R Clancey, D Wells, G Richardson, A McFarlane (Clerk), Ward Cllrs M Warters and a member of public

 

22/09               Apologies for absence received from Cllrs Harriman, Kettlestring and Rowley

22/10               No declarations of interest were made

22/11               The Minutes of the meeting held on 12 January 2022 were confirmed and signed as a true and correct record

22/12               Ongoing Issues and action                                                                                                                                                                                            22.12.1 The Neighbourhood Plan Working Party report was circulated and Prof Waddington briefed councillors on the latest position. The consultation had given 80 points to address and from these the working party had produced a report on commitments that the Parish Council might undertake in future. It was agreed to look at 6 main points and report on these at the March meeting.

22.12.2 There were no incidents on the January Police report, however Cllr Clancey outlined a successful Police operation to arrest 3 people for stealing from his metal recycling yard

22.12.3 The clerk had arranged a site meeting with Stoneplan on 16 February regarding a concrete base for the new seat at the pond

22.12.4 The new bus stop signs had been erected on Murton Way and Ward Cllr Warters was thanked for arranging Ward Funding for these

22.12.5 It was decided to hold a joint Parish event for HM The Queen’s Platinum Jubilee Celebrations with the Museum of Farming using their facilities on 4 June. A meeting was to be arranged with Mr Benton to discuss plans. The annual village BBQ was to revert to a date in August (to be decided)

22.12.6 City of York Council had proposed to introduce waiting restrictions on Tranby Avenue and Cavendish Grove to stop obstructive parking. The Parish Council was concerned that putting yellow lines there would only move the problem further along Tranby Avenue and it was decided to ask CYC to seek an alternative solution

22.12.7 Cllr Kettlestring had advertised the litter pick on 27 February in the Link magazine

22.12.08 The City of York Local Plan was to be examined by Inspectors to determine the soundness of the plan. The Parish Council was concerned about the development of site ST7 for housing and wished to comment again on the plans. A deadline for comments of 16 February was noted

22/13               The following Planning Applications were considered:

22.13.01 Application 21/01170/FUL amendment for the addition of 2 side windows to the extension at Tower House – no comments were made

22/13.02 Application 22/00015/FULM for erection of 3 storey office building for Shouksmith on Murton Way. It was agreed to support the objections made by Osbaldwick Parish Council  

22/14               There was one Planning Decision from CYC to report – 21/01922/FUL for the conversion of stable block to dwelling at the Homestead had been withdrawn

22/15               Financial Matters:

22.15.1 It was agreed to pay £62.50 for wildflower plugs from Bostons Seeds

22.15.2 It was agreed to pay DMK Services £264.00 for work on bus stops
