MINUTES OF AN PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON THURSDAY 10th MAY 2022 AT 7.15 PM

22/12            a) To receive apologies for absence given in advance of the meeting: None

22/13            To discuss the ordinary and casual vacancies: NTR

 

22/14            To receive any declarations of interest under the Parish Council Code of Conduct or

22/15            a) To approve the minutes of the Parish Council meeting of 12th April 2022:

Resolved – Approved (Unanimous)

b) To endorse the approved Planning Committee minutes of 12th and 26th April 2022:

Resolved – Approved (Unanimous)

 

22/16            Public participation on any subject relating to the agenda: None

22/17         To receive matters raised by/with City of York Ward Councillors:                                   - Foss Flood Prevention Scheme – There had been significant delays and the predicted completion date was October 2023                                                                                            - Local Plan – Hearings commenced today                                                                                 - Minster Cards – Cllrs would look into issues with parking charges                                            - Footpath issue – Cllr Nunn reported the poor state of footpaths, which are difficult for disabled users                                                                 

22/18         To discuss and, if necessary, agree action on matters arising/ongoing issues:           a) North Yorkshire Police monthly reports                                                                                 The April 2022 report was circulated by email.                                                                   b) Queen’s Platinum Jubilee  2022 - Village Events, Community Garden on York Road         The village was in the progress of organizing a number of events, which would be listed in the forthcoming newsletter.                                                                                            c) Grass cutting contract November 2022 draft specification                                      The amended draft was approved by the Parish Council, so would be sent out in June to those wishing to quote                                                                                                   d) Bench installations – Parkgate Bus Shelter and Cemetery – NTR                                  e) War Memorial – fence to ear/side in need of replacing, does require planning permission - NTR                                                                                                                                               # Planters – Cllrs Dickson, Fisher and Nunn would plant the plants in the planters                         # Village Sign damaged in RTA – The Parish Council would obtain quotes for the repair     

22/19         To discuss and, if necessary, agree action on matters raised since last meeting:      a) Public footpaths Westpit Strensall Modification Order 2022                                    City of York Council had written, enclosing maps, to advise they had sealed a definitive map modification order recording fifteen public footpaths in the Westpit Lane River Foss area.             b) Haxby Station – Public Consultation                                                                 Resolved – The Parish Council unanimously agreed to support the scheme subject to the extension of the speed limit on Towthorpe Road                                                                   c) Anti-social/illegal behaviour – speeding, common fire                                                         The Parish Council would contact Inspector Lee Pointon to request more patrols within the parish due to the increase of anti-social/illegal behaviour. Cllr Mattinson would make arrangements to re-introduce the speed watch scheme. Cllrs Chapman, Fisher, Mattinson and Nunn volunteered                                                                                                      d) Tree planting – possible budget                                                                                     Cllr Fisher would order trees from Woodland Trust for planting on Open Space  

22/20         To discuss and, if necessary, agree action, on any correspondence received:                   None  

22/21         To approve financial documentation for 2021/22:                                                                                   a) Annual Internal Audit Report including page 3 of the Annual Governance and Accountability Return                                                                                                                           b) Section 1 - Annual Governance Statement on page 4 of the Annual Governance and Accountability Return                                                                                                                           c) Section 2 - Accounting Statements on page 5 of the Annual Governance and Accountability Return                                                                                                                           d) the publication of documents required by Accounts and Audit Regulations 2015, the Local Audit (Smaller Authorities) Regulations 2015 and the Transparency Code for Smaller Authorities                                                                                                                                         - Annual Internal Audit Report,                                                                                           - Section 1 – Annual Governance Statement,                                                                         - Section 2 – Accounting Statements,                                                                                 - Analysis of variances                                                                                                           - Bank Reconciliation                                                                                                                          - Notice of the period for the exercise of public rights and other information required by Regulation 15 (2), Accounts and Audit Regulations 2015.                                                Resolved – Approved (Unanimous)   

22/22         To discuss matters raised by/with Responsible Financial Officer (RFO):                      a) Bank reconciliation, income received, payments made to date                                           The Parish Clerk would circulate a financial report tomorrow and attach it to these minutes  b) Internal controls checks                                                                                                              Cllr Chapman/Fisher would conduct them tomorrow                                                                       c) Yorkshire Local Councils Association –  NTR

                  The Parish Council would seek advice on investments.
