Minutes of the Annual Meeting of Clifton (Without) Parish Council Meeting held on Tuesday 10th May 2022 at 7.15pm at The Vale of York Academy, Rawcliffe Drive, York.

PRESENT

Councillors: J Hindle (Chairman), S Rawlings, D Wann, D Smalley, P Murray, J Ellis, A Dearden, T Franklin.

A1. ELECTION OF THE CHAIRMAN

Cllr James Hindle was elected as the Chairman.

A2. CHAIRMAN’S DECLARATION OF OFFICE

The declaration of office was signed by the Chairman.

A3. ELECTION OF VICE CHAIRMAN

Cllr Stuart Rawlings was elected as the Vice Chairman.

A4. ELECTION OF REPRESENTATIVES ON VARIOUS BODIES

YLCA – Cllr Andy Dearden with a substitute of Cllr Stuart Rawlings.

3           MINUTES

The minutes of the Parish Council meeting held on the 12th April 2022, were considered and confirmed by the Chairman as a correct record.

4           RECEIVE REPORT FROM WARD COUNCILLORS

Ward Councillor Darryl Smalley provided an update, which spoke of the following:-

 

Welcoming Ukrainian refugees – 117 have settled into York with 114 matches.

Securing Great British Rail to York.

New care home now open in Rawcliffe.

Burger King on Clifton Moor to re open.

Work to start shortly on the former B&M Store on Clifton Moor into a drive thru Starbucks.

 

Ward Councillor Derek Wann provided an update, which spoke of the following:-

 

Staffing issues at CYC causing issues with grass cutting.

Feasibility studies for the crossings on Water Lane and Eastholme Drive now approved.

Missing piece of cycle path on Lilbourne Drive to Sutton Way. Query over the landowner.

 

Councillor Franklin raised a query regarding the use of glyphosate and the decision taken at a parish council meeting to vote against the use of glyphosate within the parish of Clifton (Without). Ward Councillor Smalley advised that following feedback from residents, the ward councillors decided not to submit the parish councils response at the present time as they would like to see the feedback first from other parishes who have decided against the use of glyphosate.

 

The Chairman raised a question as to when the Poppleton Park & Ride will be re opened. Ward Councillor Smalley advised that he would investigate and advise. Update received from CYC - ‘The restart of Poppleton is part of our BSIP bid, but the timescale for that keeps slipping, as a result of government I hasten to add.  So the honest answer is we don’t yet have a date.  I am trying to persuade First to think about starting for the Summer but the funding may not come through until the autumn.  Its also complicated by the fact the testing site would like to remain for July as well’.

5           PUBLIC PARTICIPATION

 

All members of the public present at the meeting were present to speak/hear news about planning application 22/00685/FULM, Clifton Without County Junior School, Rawcliffe Drive, York. One resident advised that he would like to see the old building kept. CYC advised that the best parts of the building will be retained, including the central section which is to be retained with the new library built round it.

 

Richard Lever @ the Environment Agency provided an update on their recent works. He advised of the following:-

Started on site October 2021.

Work to establish the compound.

1st task was to create a new sustrans route which was completed at Easter 2022.

The next phase, at the top end of Rawcliffe Meadows has now been fenced off.

Work on Blue Beck.

Work within Homestead Park to start at the back end of the year.

Work anticipated to be complete in 2024.

 

Councillor Franklin raised a concern regarding poor signage. Richard Lever advised he will investigate the signage.

 

The Chairman raised a question as to whether the new cycle path will be staying as it is an excellent asset to the area. Richard Lever advised yes.

 

Councillor Franklin enquired as to whether they are intending to put a footpath on top of the embankment. Richard Lever advised yes.

 

 

 

6           PLANNING MATTERS

6.1         The following new applications were received this month:-

22/00685/FULM         Clifton Without County Junior School, Rawcliffe Drive, York

Erection of new two storey pitched roof block and single storey flat roof extension, together with associated external works including car park areas, paved terrace, fenced play areas and the formation of a new pedestrian and cycle access after partial demolition of former Clifton Without Junior School buildings.

Decision - Clifton (Without) Parish Council are supportive of the new library development. However, the parish council do:-

Object to the removal of the Hedge on the Fairway.

Object to the proposed pedestrian / cycle access onto the Fairway.

22/00697/FUL            43 Reighton Avenue, York.

Erection of timber single storey annexe to rear.

Decision – The parish council OBJECT to this planning application, on the following grounds:-

Over development of the site.

22/00684/FUL            Equinox House, Clifton Park Avenue, York

Installation of quench pipe to side elevation and plant compound to rear elevation, and additional parking in conjunction with installation of MRI suite.

Decision – No Objection.

22/00719/FUL            33 Melton Avenue, York

Single storey side extension.

Decision – No Objection.

22/00746/FUL            14 Wellesley Close, York

Single storey rear extension, porch to front.

Decision – No Objection.

22/00790/FUL            Castlemere Windows, Unit 16 Kettlestring Lane, York

Conversion of existing industrial unit (use class B2/E) to indoor bouldering centre (use class E) with associated external alterations to include provision of 9no. car parking spaces and covered bike rack (resubmission).

Decision – No Objection.

7           MATTERS ARISING

(a)   The proposed lease for the land lying to the South of Clifton Park Avenue, York was discussed. After discussion, it was agreed that the parish council didn’t feel the need to instruct a solicitor. The clerk’s name and parish council’s PO box number to be used within the lease documents.

(b)   To discuss the councillors code of conduct – It was agreed for the clerk to circulate the final copy and to be added to the June agenda to agree.

(a)    

(c)   Cllr Smalley provided an update received from CYC on the crossing on Water Lane, advising of the following, ‘The feasibility funded has been secured and approved, and so City of York Council are set to book the feasibility study with contractors (likely to take place this summer). The feasibility study will compare the number of pedestrians attempting to cross the road and then this data is used within a Department for Transport methodology to assess whether a crossing is viable in that location. Generally, they hesitate at installing crossings where they may be used infrequently as motorists get into the habit of passing through the crossing area without hesitation. The pedestrian counts will be done at various times of day to obtain an average count’. Cllr Smalley advised that he has a further meeting with CYC on the 11th May to discuss further. The Chairman asked the Ward Councillors ensure that when the surveys are carried out, that they are carried out before the schools finish for Summer, to ensure that the data obtained shows true data.

(d)   Cllr Franklin provided an update on the cycle lane scheme on Shipton Road advising that the original scheme that was drawn up was rejected. He advised that new CYC officers have now been appointed to look at the scheme.

 

(e)   To discuss any update on how the parish council can raise the identity of the parish – It was agreed for the clerk to invite Rob Orr to the June meeting to discuss a possible joint scheme with the Vale of York Academy. Update:- Rob Orr is currently on paternity leave until July.
