Minutes of the meeting of Clifton (Without) Parish Council Meeting held on
Tuesday 8th March 2022 at 7.15pm at The Vale of York Academy, Rawcliffe Drive, York.

 

PRESENT                 Councillors: J Hindle (Chairman), S Rawlings, S Waudby, N Naylor, P Murray, J Ellis, D Smalley, A Dearden, T Franklin.

 

IN ATTENDANCE  L Pink (Clerk to the Council). Andrew Laslett, CYC (part meeting only), 3 members of the public (2 part meeting only).

 

 

1. APOLOGIES

2. DECLARATION OF INTEREST

 

None.

 

3. MINUTES

 

The minutes of the Parish Council meeting held on the 8th February 2022, were considered and confirmed by the Chairman as a correct record.

 

4. RECEIVE REPORT FROM WARD COUNCILLORS

 

Cllr Waudby spoke of the following:-

·         Flooding.

Cllr Smalley spoke of the following:-

·         Ukraine crisis - CYC have set up a dedicated website.

·         CYC budget.

·         Great British Rail bid.

·         Tree planting.

·         Work to the York Station frontage due to start soon.

The Chairman raised a question about flooding on Water Lane, close to the roundabout, which he advised, during rainfall becomes unpassable for school children. Cllr Smalley advised that he will chase this with CYC officers.

 

5. PUBLIC PARTICIPATION

 

The meeting began with a presentation/update from Andrew Laslett @ CYC regarding the library project. Andrew Laslett spoke of the following:-

 

The planning application is due to be submitted by the end of March.

A tender specification will go out for the housing element of the development. This will have a separate, detailed planning application which will be submitted at a later date.

 

A request was made by a member of the public present at the meeting that a proportion of the housing to be earmarked for the elderly. Andrew Laslett advised that he will advise the housing team of this request.

Decision – No Objection.

Single storey rear extension.

Decision – No Objection.

 

22/00223/FUL            58 Green Lane, Clifton, York

Two storey side extension, single storey rear and side extensions.

Decision – The Parish Council object to this planning application, on the following grounds:-

Over development of the site.

 

22/00289/FUL            4 Malton Way, York

Single storey rear extension following demolition of conservatory.

Decision – No Objection.

Two storey rear and first floor side/rear extension, hip to gable roof extension with dormers to front and rear.

Conversion of existing industrial unit (use class B2/E) to indoor bouldering centre (use class E) with associated external alterations to include provision of 9no. car parking spaces and covered bike rack.

7. MATTERS ARISING

 

(a)   To discuss any update on the Clifton Library re-development – See Item 5.

(b)   To receive and discuss any update on the crossing on Water Lane – It was discussed that this is still with CYC and no further update has yet been provided

(c)   To discuss the CYC use of Glyphosate in the parish – After a full discussion, a vote took place as to whether the PC would like to volunteer to reduce the number of sprays in the parish. 3 councillors voted against this and 4 councillors voted to participate in the reduction. As such, it was agreed that this parish council would like Clifton (Without) to reduce its number of sprays. The ward councillors agreed that they now take this forward and consider CWPC’s resolution.

(d)   To receive and discuss details of the cycle lane scheme on Shipton Road – No details on this were available in time for the meeting.

(e)   To discuss any update on how the parish council can raise the identity of the parish – Due to time restraints this was rolled over the next meeting.

9. CORRESPONDENCE

All correspondence since the last meeting was issued to all Councillors.

(a)   The email received from Groundworks - York Green Streets regarding feasible tree planting opportunities was discussed. After discussion, it was agreed to suggest the former Clifton hospital site land.

(b)   The clerk advised of an email received from a resident regarding the fence/stile on the bank at the entrance to the sports club land which has been removed as part of the work being carried out by the Environment Agency. After discussion, it was agreed for the clerk to raise this with the Environment Agency and also to ask them to attend the May parish council meeting to provide an update to the parish council and residents on their current work.

10. FINANCIAL MATTERS

 

10.1. The Clerk submitted the following accounts for payment by BACS:-

Note: Due to issues raised by one councillor it was agreed that the parish council would only pay £10,000 of the MacVenture £16,638.00 invoice. This was not due to workmanship but due to some outstanding work. Update: After discussions between the clerk and MacVenture and clarity on what was outstanding, the remaining balance of the invoice was paid.

 

The accounts listed for payment were accepted. Clerk to make the payments via BACS using the dual authorisation process.

 

10.2. No accounts were submitted for payment by cheque.

10.4. No income was received.

 

10.5. Any other urgent request submitted to the meeting:-

 

(a) Due to the requestor not being present at the meeting the donation application form received Clifton

Alliance Cricket Club was rolled over to the April meeting.

 

11. MEETING REPORTS/REPRESENTATIVES

 

Cllr Dearden attended the recent YLCA Branch meeting and spoke of the following:-

Implementing the CYC Charter.

Section 106 funding.

Vacancies on advisory boards.

Parish council responses to planning applications.

Updating of standing orders in relation to threshold figures.

 

12. PLAY PARK INSPECTIONS

 

The play area inspections received were noted.

 

12. EXCEPTIONAL ITEMS

 

It was agreed for the clerk to ask the grass cutter to cut back the overhanging branches next to the MUGA in the play area.

Update on crossing on Water Lane.

Details of the cycle lane scheme on Shipton Road.

To discuss any update on how the parish council can raise the identity of the parish

 

14. DATE OF NEXT MEETING

 

The date of the next meeting was fixed as Tuesday 12th April 2022, to be held in the library of Vale of York Academy, Rawcliffe Drive, York

 

There being no further business the meeting closed at 8.55pm.

 

Action List:-

 

·         Councillors Ellis & Murray to continue to try and come up with some ideas to raise the identity of the parish and to look at potential location for entrance signs to the parish.

·         Cllr Smalley to raise the issue of flooding on Water Lane, close to the roundabout with CYC.

·         Clerk to ask a representative from the Environment Agency to attend the May parish council meeting.
