Minutes of the meeting of Dunnington Parish Council held on the 19th May 2022 at 7.30pm in the Reading Rooms, Church Street, Dunnington
Present: Cllr Shaw (Chairman), Cllr Thompson, Cllr Ruston, Cllr Rees- Gay, Cllr Brooks, Cllr Swallow, Cllr Dykes, Cllr Turnbull and the Clerk
90 FORMALITIES
90.1 To receive apologies for absence given in advance of the meeting
Apologies were received from Cllr Maggs , Cllr Jackson, Cllr Adair and Cllr Kay
90.2 To consider the approval of reasons for absence
It was resolved to approve the reasons for absence
90.3 To receive any declarations of interest
Cllr Rees Gay and Cllr Dykes declared an interest in item 94. Cllr Brooks declared an interest in item 90.4, 94.1 and 94.2
Cllr Brooks left the meeting
90.4 To consider any written dispensation requests received by the Proper Officer
Dispensation requests were received from Cllr Rees-Gay and Cllr Dykes to take part in the discussion and vote during item 94
It was resolved to approve the dispensation requests (appendix 1) from Cllr Rees-Gay and Cllr Dykes in relation to item 94 for a period of four years by the following votes:
To approve the dispensation for discussion and vote – 3 votes in favour, 2 votes against, no abstentions
To approve the dispensation validity for a period of four years – 3 votes in favour, 2 votes against and no abstentions
Cllr Brooks returned to the meeting
91 EXCLUSION OF PRESS AND PUBLIC
91.1 The Parish Council resolved to exclude the press and public from item 94.1 due to the confidential nature of the business to be transacted. 4 votes in favour, 3 votes against and 1 abstention
92 PUBLIC PARTICIPATION
One member of the public spoke within the meeting regarding item 94
Cllr Brooks left the meeting
93 ANNUAL PARISH MEETING
93.1 After a discussion it was resolved that:
- No external speakers will be included
- Cllr Ruston will present an update from the allotment and cemetery group. A draft will be sent to the Chairman prior to the meeting
- Cllr Dykes will present an update from the planning group
- Cllr Shaw will ask the Ward Councillors if they would like to attend and speak at the meeting.
- The duration of the presentation will be one hour followed by resident questions
The press and public were excluded from the meeting at this point
Cllr Rees- Gay left the meeting during item 94
94 BULL BALKS
94.1 After a lengthy discussion:
It was resolved to continue with the new terms of sale from the Bull Balks Frontage Holders with the details given at appendix 1 (confidential).
A named vote was requested:
Cllr Shaw – For Cllr Swallow – For Cllr Thompson – Abstain
Cllr Dykes – Abstain Cllr Ruston – Against Cllr Turnbull – Yes
94.2 It was resolved to delegate the required response to the sellers to the communications group by a unanimous vote. It was noted that all Parish Council members must be copied into the response.
It was resolved that the Bull Balks will be a standing agenda item with monthly updates from the working group
It was resolved that the Parish Clerk will check the legalities of the Parish Council using a guarantor
95 FINANCE AND CORRESPONDENCE
95.1 Full updated Accounts and Accruals to date for 2022/23 were received
