MINUTES OF A PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON WEDNESDAY 30 MARCH 2022 AT 7.30PM

22/111 To record declarations of interest in items on the agenda: None
22/112 To discuss the casual vacancy:
City of York Council had approved co-option, so a notice would be placed on the noticeboards and website
22/113 To confirm the minutes of the meetings held on Wednesday 23 February 2022: Resolved – Approved (Unanimous)
22/114 To discuss matters arising from previous minutes:
· Jubilee – The Parish Council would await receipt of a grant application.
· Holtby T-junction – Cllr Doughty had emailed CYC, but no response had been received, so Cllr Fisher was chase up.
· Replacement Bench – Deans had submitted some prices, so Cllr Coldwell would visit the shop to view them. Cllrs Crossley/Dunn would visit the type and record the “What3words” for the site, as a tree would also be planted there.
22/115 To discuss long-standing matters:
- Appearance of the parish e.g. grass cutting/litter Cllr Fisher had litter picked around the flyover bridge and hospital staff had litter picked around the parish. The Parish Council thanked them for this.
- Speeding Cllr Fisher reported that the VAS sign has been ordered and are awaiting Highways to fit.

22/117 To report and make relevant recommendations on new planning applications:
- 22/00500/TCA - Fell 1no. Horse Chestnut, 4 no. Ash trees and a group of Ash saplings; crown lift 1no. Ash to 4 metres; crown reduce group of Beech trees - tree works in a Conservation Area @ Laurel House, The Village
Resolved – Objection (Unanimous)
The Parish Council is concerned about this application, as it adjoins the property covered by application 22/00502/TCA and the total number of trees affected would have a devastating impact within the Conservation Area.
The Parish Council would ask that each individual tree is inspected by an independent tree surgeon, who can establish if there is a case to warrant felling.
- 22/00502/TCA - Fell 1no. Weeping Willow, 2no. mixed hedges; crown lift to 4 metres 1no. Copper Beech - tree works in a Conservation Area @ Elm Tree Farm House, 78 The Village
Resolved – Objection (Unanimous)

22/118 To discuss the Stockton-on-the-Forest Play Area:
Cllr Small had conducted the inspection last month and Cllr Coldwell will conduct the inspection this month
Asfield Leisure had conducted the post ROSPA works, except for fitting the goal net, which would be fitted next week.
One quote had been received for an inclusive roundabout, but the Parish Clerk would chase up other quotes.
Aspects Horticulture had emailed to advise of a price increase - £49.22 plus VAT per cut, with hedge cutting and any other jobs charged separately.
Resolved – The Parish Council would accept this quote. Photos of strimmer damage would be sent, asking them to take care, when close to equipment.
22/119 To discuss matters raised with/by representatives of following outside bodies:
Rights of Way - Cllr Fisher would assist Cllr Coldwell by chasing up the missing signs
Foss Internal Drainage Board – Cllr Crossley reported that the Old Foss Dyke, down stream from the village, had been worked on, which should hopefully resolve the flooding issues.
North Yorkshire Police – Report circulated by email was noted
Stockton Hall Hospital – Cllr Crossley had received an email regarding internal works.

22/122 To discuss matters raised by City of York Ward Councillors:
Cllr Fisher reported that the footpath scheme between The Village and Barr Lane should be going ahead soon, now that funding had been secured and queries resolved.

- Bookkeeping current year to date – The Cllrs received a bank reconciliation totalling £41722.94, along with and income & expenditure report

- To conduct internal control checks – These were conducted and everything was found in order.
