At this point in the meeting, Members and co-opted members are asked to declare any disclosable pecuniary interest, or other registerable interest, they might have in respect of business on this agenda, if they have not already done so in advance on the Register of Interests. The disclosure must include the nature of the interest.

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992.

To consider the exclusion of the press and public from the meeting during consideration of the following:

Annex A to Agenda Item 13 and Annexes G and H of Agenda Item 15 on the grounds that they contains information relating to Information relating to the financial or business affairs of any particular person (including the authority holding that information).  This information is classed as exempt under paragraph 3 of Schedule 12A to Section 100A of the Local Government Act 1972 (as revised by The Local Government (Access to Information) (Variation) Order 2006).

This report provides a year end analysis of the overall finance and performance position. This is the final report of the financial year.

The purpose of this report is to set out the capital programme outturn position for 2023/24 including any under/overspends and adjustments, along with an update to the future years programme.

The purpose of this report is to provide an update on treasury management activity and position for the 2023/24 financial year which includes the prudential indicators at Annex A to this report.

This report seeks the Executives approval of the Local Transport Strategy, note the feedback in the Our Big Transport Conversation, and approve the summary of the Movement and Place Plan approach.

This report outlines proposals for a Key Route Network (KRN) for York and North Yorkshire, including the process determining how highway routes are identified for inclusion in the KRN. The report also highlights the responsibilities that require the local highway authorities and York and North Yorkshire Combined Authority (YNYCA) to deliver roles to ensure the effective operation and improvement of the KRN.

The purpose of this report is to provide Executive with feedback from the public engagement and to outline the recommended next steps for the project.

This report seeks the adoption of York’s Fourth Air Quality Action Plan (AQAP4).

Executive are asked to consider the establishment of a brand new Teckal company, for the continued provision of agency workers to the Council of the City of York (“CYC”).

This reports seeks Executive approval to adopt an acquisitions and disposals policy for a small number of council houses, with all sales proceeds from disposals being ringfenced for the acquisition of replacement homes.

This report provides an update on the Housing Delivery Programme, including an overview of those sites being developed or held for future delivery within the programme. In addition, the report sets out progress on sites to be delivered by other Registered Providers as well as self and community builders, made possible through Council land disposals. 

Any other business which the Chair considers urgent under the Local Government Act 1972.
