Background In April 2021, there was a temporary revision to the Council’s Statement of Community Involvement agreed in terms of publicity for planning applications. This was a continuation for a further 6 months of the extension of the publicity period from 21 to 28 days. The agreed period ended in late October last year, however we have continue with the 28 day period until now.
The resolution stated:
Resolved: That Executive be recommended to: i) Approve, for a maximum six month period, the temporary revisions to the Council’s adopted SCI (as shown in Annex A of the report) to reflect the specific requirements arising from national guidance and procedures on dealing with coronavirus implications.
ii) Agree to delegate authority to the Corporate Director of Place in conjunction with the Executive Member for Economy and Strategic Planning to revert back to the pre-pandemic SCI, when the current health pandemic allowed for suspended consultation methods to be lifted.

Comments/Observations:
Given that all covid restrictions have now been lifted, the authority would like to revert back to 21 days for the consultation period for planning applications. The extension to 28 days makes a considerable difference in achieving targets and while it was considered necessary through the pandemic it is now considered reasonable to revert back to the statutory period. It should also be noted that at no point has the government extended the statutory period beyond the 21 days. Decision: Corporate Director of Place has agreed in consultation with the Executive Member for Economy and Strategic Planning to revert back to a pre-pandemic consultation period of 21 days for planning applications as outlined in the original Executive decision. |
