CLIFTON (WITHOUT) PARISH COUNCIL
Minutes of the meeting of Clifton (Without) Parish Council Meeting held on
Tuesday 18th January 2022 at 7.15pm at Clifton Alliance Cricket Club.
PRESENT Councilors J Hindle (Chairman), S Rawlings, P Murray, J Ellis, N Naylor, D Smalley, A Dearden, T Franklin.
IN ATTENDANCE L Pink (Clerk to the Council). 5 members of the public (all part meeting only).
1. APOLOGIES
Cllr S Waudby & Cllr D Wann.
2. DECLARATION OF INTEREST
Cllr Dearden declared an interest in the library development discussions due to him living close to the proposed development.
Cllr Smalley declared at interest in the library development consultation due to his work with City of York Council.
3. MINUTES
The minutes of the Parish Council meeting held on the 14th December 2021, were considered and confirmed by the Chairman as a correct record.
4. RECEIVE REPORT FROM WARD COUNCILLORS
Cllr Smalley spoke of the following:-
Re-setting of the pavement on Rawcliffe Drive to help with the issue of flooding.
In February 2021 City of York Council will vote for the councils budget.
Rawcliffe Carnival on the 14th May.
A question was raised regarding whether any progress has been made on Shipton Road. Cllr Smalley advised that CYC are looking to create a continuous cycle route from the Park & Ride to Bootham and there is a proposal to reduce the speed limit from 40mph to 30mph.
A question was raised regarding cars parking in cycle lanes. Cllr Smalley advised that CYC are looking at cycle lanes that are segregated from the highway to help with this issue.
5. PUBLIC PARTICIPATION
The majority of the members of the public present at the meeting attended to hear/speak about the library project development.
A question was raised by one member of the public as to whether CYC has/could introduce a policy relating to birds and small habitat. Councillor Smalley to investigate.
One member of the public attended the meeting to speak to the council regarding planning application 21/02772/FUL , 2 Flavian Grove, York.
6. PLANNING MATTERS
6.1 The following new applications were received this month:-
21/02754/FUL 5 Ings Way, York
Two storey side extension and single storey rear extension.
Decision – No Objection.
21/02772/FUL 2 Flavian Grove, York
Single storey front extension with porch, single storey side and rear extensions, partial hip to gable, dormer and 1no. rooflight to rear.
Decision – The Parish Council object to this planning application, on the following grounds:-
The parish council object to the effect and impact the proposed development would have on the street scene.
Loss of amenities to local residents.
21/02733/FUL 3 Rawcliffe Avenue, York
Two storey side and rear extension following removal of shed to rear.
Decision – No Objection.
21/02747/FUL 29 Fylingdale Avenue
First floor balcony to front elevation (resubmission).
Decision – No Objection.

Single storey extension to side and rear.
Decision – No Objection.
6.2 Approvals:-

7. MATTERS ARISING
(a) Councillor Smalley provided an update on the library re development project, including the following:-
o The project has now been approved by the CYC Executive.
o The planning application is due to go in, in late Spring/early Summer.
o An ecological survey has now been commissioned.
o It was proposed that construction work is to go out to tender in Autumn 2022 with construction to start in early 2023. Estimated due to complete in early 2024 with the new library due to open in Spring 2024.
o The old library will not be closed until the new library is open so no loss of service.
o The housing on site will be affordable and low carbon.
A discussion took place regarding the hedge on Fairway. Councillor Smalley advised that an amendment relating to the Fairway hedgerow has been made.
(b) No update was provided on the new website provider.
8. COMMUNITY SAFETY ISSUES
Your Neighbourhood is covered by the York North Safer Neighbourhood Policing Team. The Team is based at: Athena House, Kettlestring Lane, Clifton Moor, York YO304XF.

During the meeting a member of the public raised concerns about scam BT callers knocking on doors asking for money. It was noted that all such incidents must be reported to the police.

9. CORRESPONDENCE
All correspondence since the last meeting was issued to all Councillors.
a. The email received from NHS Property Services regarding the Clifton Allotments lease and the ongoing Environment Agency Works regarding the pumping station was discussed.
b. The email from a local resident regarding the bus shelter and the proposed crossing on Water Lane were discussed. Councillor Smalley advised that a feasibility study has now been approved by CYC.
10. FINANCIAL MATTERS
10.1. The Clerk submitted the following accounts for payment by BACS:-
L Pink Clerks Salary (Net) £1447.16
L Pink Clerks Expenses £35.78
Rawcliffe Parish Council Litter Picking £180.00
The accounts listed for payment were accepted. Clerk to make the payments via BACS using the dual authorisation process.
10.2. No accounts were submitted for payment by cheque.
10.3. No invoices were received after the production of the agenda.
10.4. No income was received.
10.5. Any other urgent request submitted to the meeting:-
a. The quotation received for £546.00 plus VAT from MacVenture for a replacement swing hanger bracket in the play area was approved.
b. To decide on the level of precept for the financial year 2022/23 followed by the signing of the form for City of York Council by both the Chairman and Clerk - After discussion, it was agreed for the 2022/23 precept to be increased from £11,000 to £16,500.

12. EXCEPTIONAL ITEMS
It was noted that all the weekly play park inspections have been carried out.
13. ITEMS FOR NEXT AGENDA

The date of the next meeting was fixed as Tuesday 8th February 2022 at Clifton Alliance Cricket Club @ 7.15pm.
