Budgets are made available to wards in the
form of a single, integrated pot that wards can use flexibly to
help address their priorities and to develop community initiatives

Approval from Government for the York UKSPF
Investment Plan is expected in November or December 2022. In order
to undertake work beginning in January, orders must be placed for
the necessary supplies by the end of November. This means that a
decision must be taken to pre-allocate UKSPF funds to the project
prior to formal approval from Government. In the unlikely event
that the Government funding does not materialise, the work will be
funded from the council’s capital highway maintenance budget.
This can be managed through anticipated slippage of the programme
in 2022/23 and the 2 year impact will be incorporated into the
2023/24 programme that is agreed after the final budget is approved
in February 2023.
Decision made : To commission highways improvements in Acomb Front
Street and allocate £395k from the York UKSPF Investment Plan
(intervention E1) to the work, with the anticipated split between
years to be £250k in 2022/23 and £145k in
2023/24.

Corporate Director of Place gave approval to
proceed to re-purchase property in Anne Street.
The need for homes across all affordable tenures remains high. This
property is within a block which is significantly owned by CYC and
there are asset benefits of retaining a stake in this property.
Based on the valuations given it is expected that this additional
investment would secure our revenue rental income, with the HRA
capital one-off house purchase budget initially being used to
purchase the remaining equity pending the re-sale of the equity
share. This secures this property as a CYC shared ownership
dwelling.

Decision:
The decision has been taken to enter the Deed
of Variation with Wates Construction to change the completion dates
and contract sum of the original Lowfield Green contract in light
of the delays experienced on the site since the Covid 19 pandemic.
The decision has been taken following comprehensive financial and
legal advice. Entering the Deed of Variation effectively extends
the terms of the existing contract to the completion date of the
7th March and fixes the contract sum to prevent further
inflationary increases.
