Purpose:

Purpose of Report: To provide a progress report on the Council's Fairness and Equalities agenda.


The Cabinet Member is asked to:
- Note the areas of achievement identified through implementation of our Equality Objectives, Equalities Improvement action plan and York's Equality Scheme.
- Note the emerging issues from the first stage review of York's Equality Scheme which will be incorporated in the refresh of the Equality Scheme.
- Note the areas of concern and how these concerns are to be addressed in relation to communications, analysis and disaggregation of equality data, training and procurement.
- Note the changes to the governance arrangements.
- Agree that the peer review of the Equality Framework for Local Government takes place week commencing 19 May 2014.

This decision will be taken at a public meeting on 21 November 2013.

This report will now be considered by the Cabinet Member at a public Decision Session on 2 December 2013 to enable time to gather all the necessary updates.

Decision:

Resolved:  (i)      That the following be noted;

 

·        The areas of achievements identified.

·        The areas of continued focus from Taking Stock and initial findings of the Joint Strategic Needs Assessment which will be taken account of in the refresh of the York Equality Scheme.

·        The areas of concern and how these concerns are to be addressed.

 

                   (ii)      That a process to refresh the York Equality                                Scheme by April 2014 be agreed.

 

                   (iii)     That the peer review under the Equality                                                Framework for Local Government takes place        in                          the week commencing 19 May 2014.

 

Reason:     To meet our corporate commitments and provide a fair            and equitable service to City of York residents and                         staff.
