Minutes from previous meeting

 

2.1

JW addressed that there was an error on the last quarterly progress report sent to DFT regarding a trial of a city centre shuttle, which was originally planned for the summer but did not go ahead. CYC have corrected the report and reissued to the DFT.

 

2.2

JW provided some clarifications in relation to queries arising from distribution of the DfT BSIP Quarterly Report.

 

2.3

In response to a request for a return to clockface timetables, MM has confirmed this would necessitate a reduction in frequencies.

JW confirmed BSIP updates to ODG will also be circulated to EP Forum.

AMG suggested action to get together in early 2024 to look at strategic review of network.

BSIP General Report update

 

3.1

JW provided verbal update. Dashboard report template to be circulated and presented at future meetings.

JW invited Forum members to put forward suggestions for bus stop infrastructure improvements. These should be issued to Danielle.hudson@york.gov.uk and buses@york.gov.uk.

MM expressed concern about the council’s proposed active travel scheme on University Rd, which would not leave enough width for two buses to pass. MM confirmed the buses are 2.73 metres wide.

Comment regarding lack of lighting in JCDecaux shelters on Hull Rd. RH has confirmed he will go to check on the bus stops at Badger hill to look at lighting connection.

DM noted  some timetables can be difficult to read at night and requested displays in larger fonts, where possible.  RH / Christian Martin to consider potential for larger displays and fonts at stops.

JW confirmed Poppleton Bar P&R patronage recovery has been positive this autumn but is not yet at pre-pandemic levels.

BSIP Park & Ride Update

 

4.1

JW delivered a PowerPoint presentation to update on progress with the BSIP upgrade of Park & Ride sites to multi-modal transport hubs. PowerPoint slides to be circulated with meeting minutes

DS has asked the below questions:

 

·         Will you be able to still park in the accessible parking by overnight or was the overnight parking a different area of the car park?

·         Are we looking at accessible toilet upgrades and putting accessible toilets in the locations that they're not in?

·         And dedicated EV charging for blue badge holders.

 

JW confirmed these will all be taken into account and get flagged  when making key design considerations.

FW noted she has received a complaint from a member that the accessible toilet at Monks Cross Park and ride site is regularly locked during school holidays This is not acceptable when people rely on the accessible toilet being open.

 

Action for youth engagement regarding damage to Park &and Ride toilets. TD working with school’s liaison officer to engage with young people

Everyone agrees that overnight parking at the park & Ride sites is desirable and should be prioritised for early delivery

Bus network Review update

 

5.1

This item was not covered due to delays in finalising the bus network review proposals.

6.0

Local Transport Strategy Consultation

 

6.1

LT provided update on Local Transport Strategy (LTS) Consultation.

 

Details of all drop-in events for the LTS can be found here:

TD stated it would be good to have bus operator attendance at the January LTS drop-in events. LT / TD to make necessary arrangements

AMG asked for a priority item on accessibility to be high up on the agenda for our next meeting.

7.0

Carriage of Wheelchair users on buses

 

7.1

JW proposed this item be covered at January’s meeting as part of the wider Accessibility agenda item.

7.2

TD has addressed that in November there were twelve wheelchair refusals. Reasons included: bus unable to get to kerb due to obstruction; bus being full; and ramps on bus being broken.

Hospital Bus service

 

8.1

JW advised NHS Travel Plan Manager, Dan Braidley, will attend future Forum meetings

ADA noted Dial & Ride services not available after the end of December as York Wheels have notified the Council, they are no longer able to continue running the service.

 

 

 

 

9.0

Questions for bus operators

 

9.1

FW asked for more information about Revenue Protection Officers (RPO) on First buses. TD confirmed that when ‘tap on – tap off’ card payments are checked, bus users will not be charged twice.

 

Members also noted that having RPO on buses could be perceived as unfriendly or hostile. TD confirmed that as part of the RPO recruitment process, customer service is a high priority.   

 

9.2

DM noted a specific query regarding a bus route issue, DM to follow-up by emailing details to the  group.

FW noted that reliability issues with the University free shuttle buses is causing great difficulty and financial hardship for many.

TD asked if Boxing Day Park & Ride services are being advertised SFr advised that if first could send a link to any social media messages, we'll pass it on to our comms team to share.
