Decision details

Clifton Moor Pedestrian and Cycling Link Improvements

Decision Maker: Executive Member for Transport and Planning

Decision status: Decision Made

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

Purpose of Report: This report puts forward a scheme to provide cycle lanes on Stirling Road, with help for pedestrians to cross Hurricane Way (zebra crossing) and Stirling Road (zebra crossing and pedestrian refuge), and safety improvements to the roundabout in the central section of Stirling Road.
The Cabinet Member is asked to approve the implementation of the improvement scheme as far as the agreements with the relevant landowners will allow.

Decision:

RESOLVED:

          That the Cabinet Member:

Approved the implementation of the scheme shown on the plans forming Annexes A to D, subject to agreement with the landowners of the Ten Pin Bowling site regarding the additional footway. Officers were also asked to review two specific design issues. One is the proposed road marking on Hurricane Way which combines a cycle logo and direction arrows in the centre of the eastbound traffic lane. The other is the possible provision of an addition drop-kerb crossing point over the access road located at the eastern end of Stirling Road ( opposite the bend) to give cyclists a more direct alternative to crossing over the existing speed table.

The Cabinet Member also requested that Officers:

Carry out further discussions with adjacent landowners and utility companies to assess the feasibility and cost implications of possible future enhancements to the scheme. In particular, these should include the potential for widening Stirling Road to allow cycle lanes of 1.5m width to be provided on the carriageway, and widening the exiting shared use path on the corner of Stirling Road/ Clifton Moorgate( adjacent to the Flying Legends Public House) to achieve a path width of at least 3.5m.

REASON: To provide facilities to benefit pedestrians and cyclists in the area.
