Purpose:

Purpose of Report: Last year, concerns were raised about road safety on Low Green near the Primary School in Copmanthorpe. Visibility at a well used speed table crossing point is restricted by the existing road layout and parents parking near two of the entrances has made it difficult for children to cross the road. This reports put forward a highway improvement scheme to improve visibility at these three key locations by realigning a nearby junction and using school keep clear markings to discourage parking. It also summarises the consultation with interested parties in order to recommend a way forward.

This item will now be considered at a public Cabinet Member Decision Session due to take place on 17 October 2013.  This will allow officers sufficient time to include a detailed response to the Petition received at Full Council in February on the same subject.

 

Decision:

Resolved:           That the Cabinet Member:

 

(i)           Gave approval for the implementation of the proposed highway improvements as shown at Annex C of the report.

 

(ii)          Supported the work of the School Travel Adviser with the school and requested Officers to investigate how other Local Authorities have continued to collect normal mode of transport to school data, and consider the applicability of this for City of York Council.

 

Reasons:

 

(i)           To improve conditions for pedestrians and cyclists using Low Green to travel to school.

 

(ii)          The school is already engaged in working with officers to address anti-social parking and has a programme of initiatives that will continue this work. Collection of mode of travel data will allow more targeted work and improve effectiveness.
