Early Years Capital Grant Tender for Lowfield Green

Purpose of Report: To approve the awarding of a tender and £104k capital grant for the creation of early years and childcare places to meet parental demand that will arise from the housing development at Lowfield Green.

 

The Executive Member will be asked to approve the awarding of a tender to a provider who meets the requirements of the procurement process.

 

It has not been possible to give 28 clear days’ notice for this item due to urgency to finalise the procurement process, and to award the contract to the tender and the payment to the provider in order to make places available as quickly as possible.

Consultation process

A capital tender procurement was launched to existing early years childcare providers to provide 16 new full time equivalent early years and childcare places within a 1-mile radius of the housing development. All early years and childcare providers in York, including schools, were invited to express an interest and complete a detailed application form An application form and scoring criteria were developed and advice and guidance from the Procurement Service has been followed as appropriate.
