10-year strategy and action plan for tackling poverty in
York.
Executive are invited to approve the 10-year strategy and action
plan and endorse it for adoption by Full Council on behalf of the
city of York.

Consultation process
The strategy was developed in consultation
with partners and via engagement with relevant officers internal to
the Council.
It was then presented for public consultation beginning on 4
August. An initial end date of 29 September has been extended until
13 October to enable further engagement. The draft strategy and
action plan and accompanying consultation were made available via
the Council’s website with paper copies available via the
York library network, Citizens Advice, the York Community Furniture
Store, York Food Bank and via customer services in West Offices. An
easy read version was also made available on the website and in the
libraries and customer service centre.
Engagement sessions were also held with interested stakeholder
groups including Ageing without Children, Good Place Network, Armed
Forces Community, Financial Inclusion Steering Group, Schools
Forum, Pride of Place, and LGBT forum. The strategy was also
discussed at the York Place Making Partnership, at City Leaders,
and the York Economic Partnership in addition to the Yorkshire and
Humber regional policy network and at the national Resolve Poverty
Conference. Commissioners from the Poverty Truth Commission were
also engaged. It was also discussed informally with York St John
University students union.
The Corporate Scrutiny Committee also reviewed and fed back
comments on the strategy at its session on 8 September 2025
Feedback received throughout the consultation process was used to
inform the final version of the strategy.

policy representatives from across the UK.
