TSAR Traffic Signal Refurbishment – Junction of Clifton Moor Gate and Water Lane

Decision Maker: Director of City Development

Decision status: Decision Made

Is Key decision?: No

Is subject to call in?: No

Decision:

The project was initiated in 2024 and is focused on renewal of the existing traffic signal control infrastructure as the junction is currently among the worst condition traffic signal sites across CYC assets.

The project is currently intended for delivery in January 2027 with an anticipated cost of £400k.

Decision:
To approve Traffic Signal Renewal works at the junction of Clifton Moor Gate and Water Lane.

The reason for these works being to ensure that the junction can continue to be operated effectively and improve active travel facilities in the area.

Options Considered:

Proceed to Delivery Phase for the works outlined below.

Proposed Works
The proposed design is a largely standard refurbishment of the existing traffic signal equipment at the junction. The works proposed for the site are:

• Refurbishment of traffic signal equipment and ducting networks.
• Update shared use pedestrian/cycle footway including review of segregated areas and associated signage/markings.
• Inclusion of two additional toucan crossing sites at the junction.
• Introduction of a shared use pathway expansion along the northern edge of the junction.
• Improvements to off/on-slip cycling facilities.
• Amendments to traffic islands to suit the new layout.
• Review and update road markings to standard.
• Resurfacing/reapplication of anti-skid surfacing on the CMG Westbound and Water Lane approaches.
• Update existing tactile paving installations so they are brought up to standard wherever possible.

Taking these steps ensures the ongoing operational function of the junction, reducing the risk of asset failure and providing benefits with regards reduced energy consumption of the equipment.

Options Rejected:

Do nothing. Rejected due to the life expired nature of the equipment on this section which is now difficult and costly to maintain and needs to be refurbished.
