Proposed changes to the Grants and Systems Policy
Purpose of report: The report introduces the recent policy paper 'Putting People First' from the Department of Health and sets out plans for the use of a new Social Care Reform Grant.
Timescale: This policy sets out the vision for development of a
personalised approach to the delivery of adult social care, and
details of the new ring-fenced grant to help councils to redesign
and reshape their systems over the next 3 years.
When resulting effects will be seen: Councils will be expected to
set clear bench marks, timescales and designated delivery
responsibilities to ensure tangible short-term progress on this
agenda, and by March 2010, have achieved significant moves towards
fundamental system-wide change.
Members are asked to: note the importance of this policy agenda and
to agree the plans it contains for the use of the Social Care
Reform Grant for 2008-09.
