To approve and sign the minutes of the meeting held on 20 March 2012.

Minutes:

RESOLVED:                That the minutes of the Decision Session for Communities and Neighbourhoods held on 17 April 2012 be approved and signed by the Cabinet Member as a correct record.

Public Participation - Decision Session

At this point in the meeting, members of the public who have registered their wish to speak at the meeting can do so.  The deadline for registering is 5pm on Monday 14 May 2012.

 

Members of the public may speak on an item on the agenda, an issue within the Cabinet Member’s remit, or an item that has been published on the Information Log since the last meeting.

 

Any written representation should be with the Democracy Officer by 5pm on Friday 11 May 2012.

 

Minutes:

It was reported that there had been no registrations to speak under the Council’s Public Participation Scheme.

 

A written representation had been received from Councillor Ann Reid and attached to the online agenda. Officers confirmed they had responded to Councillor Reid directly.

This report details the proposed number and locations of bins to be removed and or replaced and the options for their replacements.  A decision is required on the number of bins to be removed and a reduction in the options for replacements.

RESOLVED:       That the Cabinet Member for Environmental Services approved Option 2 and agreed to the following:

 

(i)           The removal of 60 old bins

 

(ii)          Replacing the remaining 40 bins with new smaller bins, and expressed a preference for the bin shown at annex 3 of the report.

 

(iii)        Installing 13 solar powered bins.

 

 

REASON:            To improve the appearance and maintenance of the public realm and set standards for the future provision of city centre bins.

                            

Minutes:

The Cabinet Member considered a report which proposed number and locations of bins to be removed and or replaced and the options for their replacements. The report asked for a decision to be made on the number of bins to be removed and a reduction in the options for replacements.

 

Officers outlined the report, in particular the following points:

 

·        Many existing bins in the city centre footstreets and adjoining areas are in need of replacement.

·        Reducing the number of bins and standardising the style of bins down to two which would then be used within the Reinvigorate York Design Manual.

·        No increase of litter was noted after the removal of six standard bins during a trial of a solar powered compactor bin in Kings Square.

·        Consultation had been carried out and a mixture of views had been reported.

 

 

The Cabinet Member commented that he had a preference for the bin shown at annex 3 to the report and that he was happy to approve Option 2 as per the Officers recommendation.

 

RESOLVED:       That the Cabinet Member for Environmental Services approved Option 2 and agreed to the following:
