RESOLVED:                That the minutes of the last meeting held on 17th January 2012 be approved and signed as a correct record by the Cabinet Member.

Public Participation - Decision Session

At this point in the meeting, members of the public who have registered their wish to speak at the meeting can do so. The deadline for registering is 5:00 pm on Monday 19th March 2012.

Minutes:

It was reported that Councillor Warters had registered to speak on the Annual Highway Maintenance Report as Ward Councillor for Osbaldwick. He raised the following issues:

 

·        He was disappointed to note that the funding for work on Tranby Avenue in the Osbaldwick Ward had been cut to £100k as at that level, in his opinion, the work would take at least 6 years to complete.

·        He asked for a report on the background to  Tranby Avenue be brought to the Cabinet Member and invited the Cabinet Member and the Leader of the Council to walk Tranby Avenue with him so they could see for themselves the poor state of repair.

·        He queried annex 5, footway maintenance, in particular why Moatfield Road had been allocated funding as there had been no complaints. Upon inspection it appeared to be in good order. He asked that the funding instead be put towards works in Tranby Avenue if possible.

·        In relation to Osbaldwick Village (Murton Road), he queried if the developers of a nearby site would be paying for the repairs to the road. Officers confirmed this would be followed up.

·        He asked that street name signs could be placed on walls rather than verges in the Osbaldwick area in future. This would assist grass cutting.

·        He also highlighted that tree planting was being compromised by gas works as he had noticed rubble being placed into the ground instead of soil on verges after works had been carried out.

 

The Cabinet Member noted the comments made and apologised for the requested report on Tranby Avenue not being completed earlier.

This report provides a review of the service performance in highway maintenance over the last year.  The report examines issues arising and proposes programmes of work to be undertaken in the financial year 2012/13 and a provisional list of programmes for 2013/14.

(i)           Noted the review of 2011/12 and proposals for 2012/13.

 

(ii)          Approved the allocation of budgets for 2012/13.

 

(iii)        Approved the implementation of the proposed programme.

 

(iv)        Approved the provisional list of schemes for 2013/14 with the ability to advance any works in conjunction with other Council projects.

 

(v)         Noted the comments made at the meeting by Councillor Warters.

 

 

REASON:                     To ensure delivery of highway maintenance services in an efficient and cost effective manner.

The Cabinet Member for Communities and Neighbourhood Services considered a report which provided a review of the service performance in highway maintenance over the last year. The report examined issues arising and proposed programmes of work to be undertaken in the financial year 2012/13 and a provisional list for 2013/14.

 

Officers had no further updates on the report and the Cabinet Member was happy to approve the recommendations.

 

RESOLVED:                That the Cabinet Member for Communities and Neighbourhood Services:
