The Cabinet Member was asked to declare any personal or prejudicial interests she might have in the business on the agenda.

She declared her standing personal interest as a retired member of UNISON.

No other interests were declared.

To approve and sign the minutes of the meeting held on 8 November 2011.

RESOLVED:  That the minutes of the Decision Session - Cabinet Member for Leisure, Culture and Social Inclusion held on 8 November 2011 be signed by the Cabinet Member as a correct record.

At this point in the meeting, members of the public who have registered their wish to speak at the meeting can do so. The deadline for registering is Monday 12 December 2011 at 5.00 pm.

Members of the public may register to speak on :-

·        an issue within the Cabinet Member’s remit;

·        an item that has been published on the Information Log since the last session.

It was reported that there had been no registrations to speak under the Council’s Public Participation Scheme.

This report outlines the programme of activities being undertaken in York to support the Cultural Olympiad, the 2012 Olympic Games, and Paralympic Games being held in London.

RESOLVED: 

(i)That the draft programme of events be approved.

(ii) That extra funding be sought to promote this event.

Reason:  To promote the Olympic legacy within the City.

The Cabinet Member considered a report that outlined the programme of activities being undertaken in York to support the Cultural Olympiad, the 2012 Olympic Games and Paralympics Games being held in London.

Officers gave an update and confirmed that in 2009 the Yorkshire Committee for the 2012 Games produced the Yorkshire Gold strategy which outlined the region’s key aspirations for the games in ‘5 Golden Opportunities’:

·       Putting sport centre stage

·       Healthy and cohesive communities

·       A carnival of culture

·       Enhanced profile and tourist potential

·        Winners in business

Officers discussed the list of events that would be taking place from January to October 2012 to promote the Olympic and Paralympic Games.  These events would be available to local residents of all ages to encourage them to get involved. Officers stated that many of the events had either already been awarded an Inspire Mark or applications had been submitted to confirm the Inspire Mark branding. Examples of the programmes include “Sporting Giants”, and the “Celebrating Ability”.

Officers were particularly proud to announce that they had secured the Olympic Torch for an overnight stop in York on19^th to 20^th June.  To celebrate this an afternoon event would be held on 19^th  June to allow families and local residents to learn about a selection of Olympic and Paralympic sports. These would include demonstrations and try it sessions run by national Governing bodies of sport. An evening concert provided by the Torch Sponsors would be taking place on the Knavesmire where the Torch would be hosted.

The Cabinet Member thanked officers for the report. She requested that if possible extra funding should be allocated to allow officers to promote all the events that would be taking place throughout 2012.

RESOLVED:

Reason:  To promote the Olympic legacy within the City.

This report is brought to the Cabinet Member in response to the policy paper Improving York’s Green Spaces:  Use of Section 106 fundsagreed at the July Cabinet Member decision session for Leisure, Culture and Social Inclusion. It seeks the approval of the Cabinet Member to use Section 106 payments to improve York’s green spaces as set out in Annex 1 to the report.

RESOLVED: 

(i)            That the use of section 106 funds on those schemes identified in Annex 1 of the report be approved.

(ii)          That the suggestions for further and/or alternative schemes for inclusion in Annex 1 of the report be delegated to officers.

(iii)         That further updates be given on an annual basis.

Reason: To meet the ambitions of the Local Development Framework and the legal requirements of each section 106 payment agreed by the Council.

The Cabinet Member considered a report that sought her approval to use Section 106 payments to improve York’s green spaces as set out in Annex 1 of the report.

Officers gave an update and informed the Cabinet Member that section 106 payments received by the council must be used for the benefit of the residents who will live in the development which is generating the payment.

In answer to the Cabinet Members questions, officers confirmed that Parish Council’s do have control on where to spend smaller sums of money but larger sums were split between the Parish Council’s and the Sports Programme which would allow some funds to be allocated to a sports club within the same ward.

The Cabinet Member thanked officers for the report and confirmed that this information kept the Parish Council’s and Local Councillor’s informed about what was happening in their wards.
