Minutes: Prior to the start of the formal meeting, residents had the opportunity to speak to the Ward Councillors, the Street Environment Officer and PSCO Matthew Cockrill. A representative was also present to provide information on the proposal to introduce 20-mile per hour speed limits; and Fiona Williams attended to provide information on the proposal to transfer the libraries and archives service into a community benefit society, a representative from the Customer Centre at the new West Offices.

Update from your local policing team Minutes: Matthew apologised that there was no police input from Bishopthorope but he has come with their breakdown of crime stats. Matthew also informed the meeting there is a new Sergeant Andy Godfery.

Hear about mobile warden and handyman service available in the ward Minutes: Mobile support service promotes independence at home. The service is for Older Residents, anyone affected by Mental health issues or learning disabilities. It is tailored to individual needs and the service is open Mon-Fri. The cost for this service is free if receiving certain benefits otherwise it will include a cost. This service has been commissioned by York council in 2012 and works across York and surrounding villages. Attached to this is the Handyman service which will put together small flat pack items, put up curtain poles, change light bulbs and other small repair jobs around the home, again this is free for people on certain benefits or else there is a cost for this £22.50ph or £11.25 for ½ hr. Information of this service can be found in local libraries, GP practice’s and on the internet.

Update on the 20mph limits Minutes:
Tom Horner (transport planner) explained about the proposal of 20mph speed limits in residential area across the City has been rolled out for consultation if this is successful visible signs will be placed in the affected areas in the west of the city to encourage car drivers to slow down. · Core roads are to stay at 30 but the infill will be 20mph · Monitoring of the speed data goes live on Friday · If you live in the streets on the plan then consultation packs will be distributed in the next few weeks · Once any objections are considered then those in favour will be signed up · It is not to congest the traffic it is to encourage slower driving · It will bring maximum speeds down by 10mph Questions and issues raised were; · Which roads are affected, first phase west York and then Naburn and bishopthorpe · Still unsure if police will enforce this · Are all designated 20mph zones be within present 30mph zones

Have your say on any local issue Minutes: Residents raised the following concerns and questions Q) Is there any further development’s with the Terry’s site A) no changes to what’s been discussed all ready. Q Pot holes on Vicarage Lane is there any money to repair these Councillor George informed the meeting to report it to the parish council he will also ask if an inspector from the highways will come and look see if it falls in to the measurement of repairs. Q- Flood Defence for Naburn A- Councillor George informed the meeting the overall responsibility lies with the Environment agency but they have no money, the Parish council have become involved and they are meeting with all Agency’s involved to see what can be done given there is financial constraints. He assured the Residents something will be done.
The ward budget is £3,190. The Ward would like it to split between the two Youth clubs to help todays Youths is anybody opposed to this ? It was agreed the monies be given to the Youth Clubs.
