Alloy/Horizons are core asset management system used by the Highways, Street Lighting and Drainage teams within the department to conduct their day to day statutory and customer activities. These systems are embedded within business practices and integrated into CYC’s wider technology and system landscape. In order to continue business continuity, whilst avoiding the costs involved in system change this procurement has been considered as ROUTINE by procurement colleagues.
Comments/Observations:
Process completed in line with CYC Guidelines and support from officers across the Council
Decision:
To award contract to Causeway for the Alloy/Horizons system for a 5-year (+2) contract. Total value of the contract is: up to £554,418

Options Considered:

•Continuation of current systems
•Replacement of systems with new provider
•No case/job management system

Options Rejected:

•Replacement of systems with new provider – This has been rejected due to the costs involved in replacing existing technology, movement to a new supplier, business change, and integration of systems.
•No case/job management system - This has been rejected due to being impractical to deliver current service.
