Purpose:
Purpose of report: In July 2007 the Government
split Department for Education and Skills into the Department for
Children, Schools and Families (DCSF) and the Department for
Innovation, Universities and Skills (DIUS). Alongside this
departmental reorganisation, far reaching proposals regarding the
commissioning and funding of post 16 education were published,
including the breaking up of the Learning and Skills Council (LSC)
and the transfer of post 16 funding to LAs. This funding transfer
gives added emphasis to the Lead Strategic Partner role of the LA
in implementing the 14-19 Curriculum Reforms and planning future
provision. Following consultation in 2007/08 a clear timetable for
the changes has been published and officers are now working closely
with colleagues in other Government Office for Yorks and Humber
(GOYH) LAs and the LSC to ensure a smooth transition (April 2010).
The paper will explain the changes and the transition timetable,
outline progress so far and highlight key issues for LCCS and the
Council as a whole.
Members are asked to: note:
(i) the scale and scope of the MOG changes
(ii) key dates and demand timescale of the transition
(iii) importance of the Regional Strategic Planning forum
(iv) capacity issues for LCCS

Advice of the Advisory Panel
That the Executive Member be advised:
(i) That the continuing good progress on developments linked to the 14-19 Curriculum Reforms be noted;
(ii) That the opportunities and challenges presented by the Machinery of Government changes, the sound initial position of the Local Authority, LSC and sub-regional partners, and the progress already made be noted.
Decision of the Executive Member
RESOLVED: That the advice of the Advisory Panel be accepted and endorsed.
REASON: To ensure that the city is well place to provide the range of new curriculum opportunities which contribute to a wider learner entitlement, and to ensure the LA is well prepared to assume new responsibilities acquired from the LSC in 2010.
