Heslington Parish Council commenced public consultation on their Regulation 14 (Pre-Submission) Draft Heslington Neighbourhood Plan on 16th March. The extended consultation period runs until Sunday 7th June. This consultation is on a new Neighbourhood Plan, following Heslington Parish Council’s decision to withdraw the neighbourhood plan from the regulatory process in August 2021, due to the Examiners recommendation to delete 3 policies, following the Examination of the Heslington Neighbourhood Plan, which took place between January 2020 and March 2021.

This consultation allows the City of York Council and other consultees & interested parties to engage constructively on the content and development of the neighbourhood plan, taking into account any legal and statutory requirements.

• To submit the City of York Council’s covering letter and comments (Annex A) (both attached) to the Regulation 14 (Pre-Submission) consultation on the Heslington Neighbourhood Plan. This option would allow the City of York Council to engage positively and constructively in the Heslington Neighbourhood Plan process and help the production of a compliant and effective neighbourhood plan and speed up the process of adoption of the neighbourhood plan. This is the recommended option.

• To not submit the City of York Council’s covering letter and comments (Annex A) (both attached) to the Regulation 14 (Pre-Submission) consultation on the Heslington Neighbourhood Plan. By not submitting a response, this option would result in the City of York Council not engaging positively and constructively in the Heslington Neighbourhood Plan process. It would also risk a lengthened production time for the neighbourhood plan and also risk the neighbourhood plan not being found sound at examination.

To not submit the City of York Council’s response to the Regulation 14 (Pre-Submission) consultation on the Heslington Neighbourhood Plan – for the reasons set out above.
