Approval to enter an ‘Agency Agreement for Capital Agreement’ with Greenwich Leisure Ltd (GLL) for the £126,720 funding received from Sport England’s Swimming Pool

Director of Housing and Communities approval to enter an ‘Agency Agreement for Capital Agreement’ with GLL. The Council applied on behalf of York’s swimming pools to the ‘Swimming Pool Support Fund’ opened by Sport England to seek capital investment for energy efficiencies and was successful. The Council was awarded by Sport England a capital grant for Energise leisure centre for the value of £126,720. This included the installation of (i) PV Solar & (ii) Insulation for plant room at Energise Leisure Centre.

This agreement between GLL and the Council confirms the awarding of the grant £126,720 to GLL and flows the terms and conditions of the funding agreement received from Sport England to the Council to GLL.
The agreement confirms the works must be complete by 31 March 2025.

Options Considered:

A = Accept capital funding and transfer responsibility to GLL to complete the works
B = Accept capital funding and CYC take responsibility for completing the works
C = Reject funding

Options Rejected:

Option B is rejected, as GLL hold the lease on Energise under the leisure contract, so CYC would have to coordinate this with GLL as the operator and enter a licence agreement.
Option C is rejected as CYC and GLL value the capital investment from Sport England.
