Minutes: It was reported that there had been 6 registrations to speak at the session under the Council’s Public Participation Scheme.
Cllr Fenton spoke on items 5, 6 and 7. Concerning item 5, he spoke in support of the Tadcaster Road parking bay proposals. Concerning item 6, he discussed the importance of sustainable transport corridor proposals in the broader context of Local Transport Strategy implementation plan commitments. Concerning item 7 he suggested that the Liberal Democrat amendment to the budget would have averted this situation.
Doreen Magill spoke on item 6 representing the views of York Bus Forum, supporting the scheme but expressing concern about wider issues around bus travel and public awareness of the scheme.
Professor Tony May spoke on item 6 on behalf of York Civic Trust in support of officer recommendations.
Gwen Swinburn spoke on item 7 and the wider issue of parking.
Anne Norton spoke on item 6 regarding disabled access in relation to transport proposals.
Diane Roworth spoke on item 6 on behalf of those unable to use buses or walk to their destination, and who want to be able to have access to the city centre. |

Review of Statutory Consultation for Parking bays on Tadcaster Road (10:31am) This report reviews the representations received from residents in response to the statutory consultation for a proposed amendment to the Traffic Regulation Order (TRO). The proposed amendment to the TRO was to introduce limited time parking bays on both sides of Tadcaster Road and remove a section of loading bay on the north west side of Tadcaster Road, between its junctions with Royal Chase and Slingsby Grove. Decision: Resolved: To approve Option 1 – Implement as advertised by amending the Traffic Regulation Order to remove the Loading Bay in the parking bay on the northwest side and change the duration of parking on the bays on Tadcaster Road between Royal Chase and Slingsby Grove so the restrictions on the use of the bays are as follows:
· Northwest side of Tadcaster Road – 1-hour limit Monday to Saturday, 9am-5pm · Southeast side of Tadcaster Road – 3-hour limit Monday to Saturday, 9am-5pm
Reason: The proposed change to the parking amenity on Tadcaster Road will help to remove the long-term parking and create a higher turnover of vehicles within the bay, which will help provide a better level of parking amenity for the clientele of the businesses along that stretch of Tadcaster Road.
Minutes: The Traffic Management Team Leader presented the report, which reviewed representations received from residents in response to the statutory consultation for a proposed amendment to the Traffic Regulation Order (TRO).
The proposed amendment to the TRO was to introduce limited time parking bays on both sides of Tadcaster Road and remove a section of loading bay on the northwest side of Tadcaster Road, between its junctions with Royal Chase and Slingsby Grove.
The Executive Member thanked officers, saying that this was a good solution to prevent long stay parking and would help with short stay parking for local businesses. The Executive Member noted that officers would closely watch surrounding streets after implementation, in order to avoid overspill of long stay parking.
The Executive Member also noted feedback via public participation regarding residents parking in this area. Officers also mentioned that bars across junctions recommended by a resident may also be a possibility for future consideration.
The Executive Member confirmed that this decision supported the transport strategy in terms of sustainable travel options.

City Centre Sustainable Transport Corridor (10:36am) This report presents the Project Initiation Document for the City Centre Sustainable Transport Corridor and requests approval to proceed to public consultation on proposals for delivering improved bus journey time and reliability between York Rail Station and Stonebow/Tower Street.

Resolved: To approve the Project Initiation Document for the proposed City Centre Sustainable Transport Corridor.
Reason: To confirm the core objectives of the project and the parameters and scope to which officers will deliver the project.
Resolved: To approve the carrying out of a public consultation on a series of potential measures to reduce bus journey times, to improve bus reliability on the Rougier Street – Micklegate – Tower Street corridor, and to improve walking, wheelchair user, wheeling and cycling infrastructure and delegate authority to the Director of Environment, Transport and Planning to finalise details of the design to form the basis of that public consultation.
Reason: To ensure the views of the public and stakeholders inform the final project design and to allow outline design work. Minutes: The report was presented by Head of Active and Sustainable Transport, should recommendations be approved, officers will continue to consult and discuss with the bus forum and accessibility forum, although both the Executive Member and officers took the point made regarding the bus forum needing to reach a wide range of people across city to inform the final project.
The Executive Member said that transport would be freed up for everyone by travellers making use of this corridor.
The Executive Member further allayed fears in clarifying that the scheme as publicised is by no means final. Roads around the corridor would remain available at all times as work was completed, and there would be access at all times; eradication of unnecessary through traffic was the key concern in this project.
It was hoped that there may be possible additional benefits to bus stops, crossings, pavements, pavement cafes, and more which will be addressed by the public consultation. This scheme has been identified as one that can bring significant benefits for bus travel.

Urgent Business - Urgent Review of Parking Charges (10:44am) Any other business which the Executive Member considers urgent under the Local Government Act 1972. Additional documents: Decision: Regarding Sunday Morning Parking, the Executive Member
Resolved: To pause the advertising of implementing charges on a Sunday morning in Micklegate and Priory Street to allow engagement with the community before a decision is taken.
Reason: This change had not yet been legally advertised and the Executive Member wished to defer to allow further engagement and to seek community views.
Regarding Temporary Suspension of Parking Charges at Micklegate and Priory Street, the Executive Member
Resolved: To revert to the advertised and legal charges that were approved at Full Council on Thursday, 27 February 2025.
Reason: Extending the temporary suspension of parking charges would have the unintended consequence of temporarily permitting free city centre parking.
The parking model reflects the executives commitment to encouraging sustainable transport.
Regarding Bishopthorpe Road Car Park the Executive Member
Resolved: To revert to the advertised and legal charges that were approved at Full Council on Thursday, 27 February 2025.
Reason: Extending the temporary suspension of parking charges would have the unintended consequence of temporarily permitting free city centre parking.
The parking model reflects the executives commitment to encouraging sustainable transport.
Regarding Future charging Changes, the Executive Member
Resolved: To delegate authority to the Director of Environment, Transport and Planning authority to make minor amendments to the parking charges for the financial year to April 2026.
Reason: To allow timely changes to parking charges once further engagement has concluded. Minutes: There was one item of Urgent Business concerning a Review of Parking Charges in the City Centre. The report was presented by the Head of Highways and Transport.
Officers advised that as part of the budget setting process officers had followed the statutory process publishing notices for the charges at least 21 days before implementation and the new charges came into effect on the 11 April 2025. Specific concerns had been raised that the removal of free parking on Sundays in the Micklegate area would impact on local churches and the removal of the unique half hour payment for Micklegate parking would have a detrimental impact on businesses. The standardisation of parking charges in all car parks had an a significant impact on Bishopthorpe Road car park as it previously had a lower price than other car parks.
Following request from a member, a temporary suspension of parking charges had been put in place at Micklegate and Priory Street and this report proposed options for temporary pausing of some charges to allow a short period of review of the impact of these changes the changes to the Sunday morning parking on Micklegate which had not yet been legally advertised
Regarding Sunday Morning Parking, the Executive Member acknowledged that as this had not yet been advertised it would be appropriate to pause at officers’ recommendation, pending consultation with impacted communities (churches and local businesses).
The Executive Member expressed concern that broader emergency measures (temporary suspension) would result in free parking on these on street locations, and this would also be unfair to the other communities.
The Executive Member made assurances that she would consult with impacted communities, including churches and local businesses.
