Background / Decision Summary: The design of the HVM installation at Blake Street, with the bollards being located considerably away (some 40-50 metres) inbound from the entry to this street (from Museum Street), has led to the unintended consequence of a greater number of vehicles using this stretch of road for quick deliveries nearby. That coupled with any vehicles rejected from entry at the HVM has meant that during the daytime (Footstreets hours) a significant number of vehicles are exiting from this area of Blake Street, which they are currently unable to undertake legally or safely, due to the existing one-way (inbound) restrictions. At present the only option for exiting vehicles is to leave the way they came – back into the signalised junction with Museum Street. This is an illegal manoeuvre, against the existing one-way restriction, and a considerable risk to road traffic and pedestrians, as the signals here do not facilitate this.
