Background
The project was initiated in 2022 and is focused on renewal of the existing traffic signal control infrastructure as the junction is currently the worst condition traffic signal site amongst CYC assets and is 27 years old.

The project is currently intended for delivery in early 2026 with an anticipated cost of £165k.

Preliminary designs for alternative refurbishment options including reallocation of existing carriageway space to Active Travel modes were compiled and subject to transport modelling and review by CYC officers but were not recommended for delivery at this time due to potential impacts on wider Local Transport Strategy aims.

Decision:
To approve works at the junction of Fossbank/Foss Islands Road/Layerthorpe/Peasholme Green including:

• Replacement of all traffic signal equipment including, controller, traffic signal heads, detection (AI TCams), poles and cabling.
• Convert to an ELV / LED site
• Reuse of existing ducting work.
• Installation of NAL sockets for all traffic signal poles and plumb into existing duct network.
• Retention of far side pedestrian crossing technology
• Reuse of existing site fibre communications link
• Reuse of existing site power supply

The reason for these works being to ensure that the junction can continue to be operated effectively.
