The Council must allocate ring-fenced government grant funding to ensure continued housing support, integration services, and essential follow-on provision for beneficiaries. This decision confirms budget allocations for refugee programmes, to maintain statutory responsibilities, meet national ‘fair share’ commitments, and plan resource requirements for the coming year.

It is necessary to fund City of Sanctuary to provide £40,000 grant funding for the co-ordination of support for refugees in the City of York. The main duties will be outlined in the associated Grant Agreement relating to Ukraine refugees. The Agreement is backdated to run from 1st April 2026 to 31st March 2027 as services have continued.

It is necessary to provide grant funding of £80,000 to Refugee Action York to provide casework for Asylum seekers in the city (including drop ins).The Agreement will be dated 1st July 2026 to 30th June 2027.
