Background / Decision Summary:
*Executive agreed in February 2025 the CRAM bid funding for a
modular expansion of the crematorium facility in York as an
additional waiting area with enclosed accessible toilet facilities.
The procurement has now completed with contract award to the
winning bidder now due. The funds approved for the project by two
CRAM bids were £596k in total.
The crematorium site is in dire need of modernization and
maintenance and requires additional capacity to compete with
private venues now being built. Facilities are not of a
professional standard and require significant repair and
development.
The winning procurement bid was c£435k plus additional
project costs and fees. We believe a final total cost of
£560k for the project with a c£36k contingency is
available.
Approval required to enter into the contract with Chester
Composites Ltd.
Decision: To enter into the contract awarded through an open
procurement process with Chester Composites Ltd.
Options Considered:
Funding the development, which is within the
allocated budget and can be delivered with the timescale and
working parameters required by the service.
Not funding and losing the facility. A further procurement would
only see costs increase and would require significant additional
time. This would also impact the future operation of the site and
reduce revenue streams identified by the expansion.
Options Rejected:
Not Funding. The site is in dire need of
significant modernization and improvement, future revenue would
also be negatively impacted if improvements are not made.
