Decision:

On 5th August 2025, the Combined Executive Member Decision Session approved acceptance of the Get Britain Working Trailblazer funding from the York & North Yorkshire Combined Authority (“YNYCA”) and delegated authority to the Director of Public Health, in consultation with the Chief Finance Officer and the Director of Governance, to:

• Negotiate and conclude the Grant Funding Agreement and any modifications or extensions thereto.
• Commence and conclude compliant procurement processes in accordance with the Council’s Contract Procedure Rules and the Procurement Act 2023.
• Negotiate and agree onward grant agreements or financial assistance to third parties, ensuring compliance with the Subsidy Control Act 2022.

A further decision was taken by the Director of Public Health decision was taken on 16th October 2025 relating to the sealing and completion of the Grant Funding Agreement for Year 1 (2025-2026) for the Get Britain Working Trailblazer Programme, further to the authorisation from the Combined Executive Member Decision Session:

Following these decisions, a Grant Funding Agreement for Year 2 (2026–27) has been drafted by YNCA to extend delivery of the Trailblazer programme for a further year.

The Year 2 Grant Funding Agreement has now been fully negotiated with the YNYCA, and all detailed terms have been agreed.

This decision seeks approval to seal the final Trailblazer Year 2 Grant Funding Agreement, securing £1,128,000 from YNYCA, under the officer delegations previously granted by Executive Members on 5th August 2025 (i.e., “to and conclude the [year 1 (2025-2026) Grant Funding Agreement and any modifications or extensions thereto”).

Options Considered:

• Enter into the funding agreement on the negotiated terms.

• Do not enter into the funding agreement or seek alternative terms.

Options Rejected:

• Not entering into the funding agreement.

• Negotiating alternative terms.

These options were rejected as they would risk loss of external funding and delay or prevent delivery of the Trailblazer programme in Year 2 (2026–27).
