Background:

In 1998 York became one of 28 local authorities to pilot  Better Government for Older People (BGOP) part of the Government’s modernisation agenda. The City of York Council (CYC) appointed a coordinator to oversee the setting up of a group that could be representative of York’s ageing population.  In the summer of 2000 the project was moved to the Chief Executive’s Department in order to reflect the concern of the BGOP Older People’s Advisory Group, that older people should be seen as having an interest in all aspects of local life, not just as users of expensive care services.
