Rewiring Public Services - Services To Young People (Castlegate)

Purpose of Report:  At the Corporate and Scrutiny Management Committee (Calling In) meeting on 31/10/2014 it was resolved that the proposals contained in the Business Case for Children’s Services for Castlegate be deferred in order to allow Officers to undertake the following work, prior to reporting back on refined proposals to Cabinet in February 2015:
• Consultation with service users and partners
• An outcome based statistics exercise at Castlegate
• Consideration of refined proposals by a sub group or YorOk
• Consideration of a refined proposal by a cross party group
• Submission of refined proposals to the YorOk Board
To enable the called-in matter to be dealt with efficiently and in accordance with the requirements of the Council’s Constitution.

On 25 November an update was given regarding the timescales for a refined proposal regarding the Castlegate drop in centre. Part of the analysis that will form the refined proposal was to be informed by statistical evidence gathered from Castlegate users. This exercise only began in December and more evidence is needed prior to a recommendation being made.

 

Members are asked to approve the following timeline:
- YorOk Sub Group refined proposal complete - February 2015
- Cross Party Group approval of re-design - March 2015
- YorOk Board approval of re-design - March 2015
- Refined proposal to Cabinet for approval - April 2015

In addition, Members will be asked to approve the work to date.

Consultation process

Partner Consultation - The consultation document was sent to approximately 200 individuals and organisations on Monday 8th December with a deadline for returns by 15 December. The consultation focused on the proposal outlined in the business case. We received 22 responses from partners, including 3 from Local Authority (LA) partners, 5 from mental health charities, clinicians and children’s health clinicians, 4 from schools, colleges and providers, 3 from Connexions staff, 3 from the housing sector and 1 from the Police and Crime Commissioner’s office ( PCC) and Job Centre Plus.

Young People Consultation - A large consultation event was held at West Offices with Castlegate users and Year 11’s. For groups who felt uncomfortable at large events, smaller and more targeted work was used including 1-2-1 sessions. Additionally, an online survey was made available. In total, the consultation engaged 81 Young People age range 13-25.

The results of the consultation will feed into the sub group and will form the basis of the refined proposal.
