Purpose of Report: The report will outline proposals to improve pedestrian safety at this location. The report will also summarise feedback received from internal consultation, and include Officer comments on technical, safety and financial considerations in relation to the proposals.

The Cabinet Member is asked to make a decision on whether the proposed measures should be approved in principle, and to authorise the advertisement of a 20mph Speed Limit Order as part of the scheme.

This item has been moved from the November 2012 to January 2013 meeting of the Cabinet Member as further developments require detailed consultation with relevant officers and the University before the finalised proposals can come forward for a decision.

To allow further discussion to take place with York University and clarify the detail of the proposals, this item has now been moved to a private Cabinet Member decision due to be made in the month of February 2013.

This report will now be considered by the Cabinet Member in April.  Negotiations are still continuing with relevant representatives which has resulted in further investigatory work needing to be carried out.  The results are not expected until the end of the month at the earliest.

Due to the ongoing complexities around the detail design and ongoing negotiations with third parties it has been agreed to remove this item from the Forward Plan until such time these issues have been resolved.
