Reduce HMO Thresholds
We the undersigned call upon City of York Council to implement
the Council motion of the 16th December 2021 submitted by
Councillor Warters that was resolved to;
Request Executive to initiate without delay a review of the HMO
Supplementary Planning Document with a view to halving the
acceptable percentage thresholds of HMOs across the Article 4
Direction Area.
To date there has been no implementation of that reduction in the
HMO thresholds leading to continued loss of residential family
homes in Osbaldwick and Murton and the increased studentification
of the area with clear detrimental effects to the quality of life
in the area for council tax paying residents.
Halving the HMO thresholds without delay is a matter of great
urgency to prevent further erosion of community, quality of life
and highway safety in Osbaldwick and Murton.
